Corrine Brown, others jump on GOP comments to ask for election bill hearing
TALLAHASSEE | A handful of Florida?s congressional Democrats, including Jacksonville?s Corrine Brown, are asking for a federal civil rights commission to hold a hearing on a 2011 election reform bill that they say was intended to suppress the vote.
The group sent a letter Tuesday to Martin R. Castro, chairman of the U.S. Commission on Civil Rights, which has subpoena power, because they ?believe that a hearing must be held as soon as possible.?
The letter sites recent comments made by former state GOP Chairman Jim Greer and former Gov. Charlie Crist, a Republican-turned-independent. They told the Palm Beach Post that the 2011 election reform bill was designed to surpress voter turnout.
Among other things, the legislation shortened early voting from 14 to eight days and required voters who moved from another county and wanted to change their address at the polls to use a provisional ballot.
?The Republican Party, the strategists, the consultants, they firmly believe that early voting is bad for Republican Party candidates,? Greer told the Post.
The Republican Party of Florida has blasted the claims. Its argument boils down to one thing: Consider the source.
Greer and Crist are considered pariahs in Republicans circles.
Greer is facing fraud charges after GOP brass said he stole party money using a fundraising firm he secretly started while serving as chairman. In his own lawsuit, Greer says party leaders were aware of the situation.
Crist is Florida Republicans? enemy No. 1 after leaving the party. He is now widely rumored to be mulling a run for governor as a Democrat.
?Greer has ? turned his outlandish claims into a whirlwind media tour on CNN and MSNBC and other outlets, and, pushed by liberal operatives, media outlets have pounced on the story, despite the dubious sourcing,? a party news release read. It also said Crist ?has his own ax to grind? against the party.
Republican consultant Wayne Bertsch, who also was quoted in the story, issued a statement saying the paper ?took a quote from me entirely out of context.?
?That leaves the Palm Beach Post with just Greer and Crist ? two political co-conspirators who have each previously accused the other of unscrupulous behavior,? the party release read.
Brown has been on the forefront of pushing back against the law.
In July, she filed a lawsuit in Jacksonville federal court asking election officials not to enforce the shortened early voting hours. She took particular issue with the fact the new law eliminated the second Sunday of early voting. That day is often referred to as ?Souls to the Polls? and is often used by African-American religious leaders to help turn out the vote.
Others who signed the letter include: U.S. Reps. Alcee Hastings, Debbie Wasserman Schultz, Ted Deutch, Kathy Castor and Fredrica Wilson.

Stabbing victim involved in '07 scandal with former GOP lawmaker
Spokane Police are investigating if a weekend fatal stabbing was self defense.
Officers found 25-year-old Robert Henry Fletcher bleeding in the?street near?Nelson and Wabash on Saturday night.? Police say he had been stabbed multiple times and was pronounced dead at the hospital a short time later.?
Detectives are not releasing the identity of the other man involved.

Fletcher was charged with extortion and conspiracy for attempting to shake down former Washington State lawmaker Richard Curtis.? Curtis?was a?Republican in the?Washington State House of Representatives from 2005 until 2007 when he resigned.??
Police reports say Curtis and 26-year-old Cody Castagna met at an adult bookstore and later had sex in Curtis' room at the Davenport Tower Hotel while he was visiting Spokane.?After the October 2007 encounter, Castagna and Fletcher?allegedly attempted to extort?$1,000 from Curtis in exchange for not revealing Curtis' gay lifestyle.??Fletcher was involved in collecting the money.?
Castagna later?plead guilty?and was sentenced to 65 days in jail and given credit for 65 days already served.?Prosecutors dropped?extortion and conspiracy charges against Fletcher at the request of Curtis.?
In July 2009, Court records show?Fletcher was sentenced to 43 months in prison for two counts of possession of stolen vehicle charges.? Fletcher's Facebook page includes a comment that says he was recently released from Walla Walla (Penitentiary) West Complex and was living a clean lifestyle.
Fletcher's younger sister, Lacey, said Tuesday evening that he was not just her big brother but also her best friend.
"He was a good person.? We loved him very much.? He had?a huge heart.? When he was released from prison in June, he was starting his life over again.? He was getting his GED and was looking for a job," she said.
His family held a candlelight vigil for him at the scene of the stabbing Monday night.? Friends say he leaves two children behind. The family, meanwhile, is waiting for answers from the Spokane Police Department as to what happened last Saturday night that brought Fletcher's life to a violent end.
"Police?aren't telling us why he was killed because the case is still being investigated.? He never did anything violent," Lacey Fletcher said. ?

Biologists at UC San Diego have demonstrated for the first time that marine algae can be just as capable as fresh water algae in producing biofuels.
The scientists genetically engineered marine algae to produce five different kinds of industrially important enzymes and say the same process they used could be employed to enhance the yield of petroleum-like compounds from these salt water algae. Their achievement is detailed in a paper published online in the current issue of the scientific journal Algal Research.
The ability to genetically transform marine algae into a biofuel crop is important because it expands the kinds of environments in which algae can be conceivably grown for biofuels. Corn, for example, which is used to produce ethanol biofuel, requires prime farmland and lots of fresh water. But the UC San Diego study suggests that algal biofuels can be produced in the ocean or in the brackish water of tidelands or even on agricultural land on which crops can no longer be grown because of high salt content in the soil.
"What our research shows is that we can achieve in marine species exactly what we've already done in fresh water species," said Stephen Mayfield, a professor of biology at UC San Diego, who headed the research project. "There are about 10 million acres of land across the United States where crops can no longer be grown that could be used to produce algae for biofuels. Marine species of algae tend to tolerate a range of salt environments, but many fresh water species don't do the reverse. They don't tolerate any salt in the environment."
"The algal community has worked on fresh water species of algae for 40 years," added Mayfield, who also directs the San Diego Center for Algae Biotechnology, or SD-CAB, a consortium of research institutions in the region working to make algal biofuels a viable transportation fuel in the future. "We know how to grow them, manipulate them genetically, express recombinant proteins?all of the things required to make biofuels viable. It was always assumed that we could do the same thing in marine species, but there was always some debate in the community as to whether that could really be done."
That debate came to a head last month when a National Academy of Sciences committee examining the future potential of algal biofuels for the U.S. Department of Energy published a report pointing out that the production of algal biofuels might be limited by fresh water because no published research study had demonstrated the feasibility of using engineered marine species of algae.
"But now we've done it," said Mayfield. "What this means is that you can use ocean water to grow the algae that will be used to produce biofuels. And once you can use ocean water, you are no longer limited by the constraints associated with fresh water. Ocean water is simply not a limited resource on this planet."
The UC San Diego biologists focused their study on a marine species of alga, Dunaliella tertiolecta, which had been earlier targeted by scientists for potential biofuels production because of its high oil content and ability to grow rapidly under a wide range of salinity and acidic conditions. To demonstrate that it could be used in commercial biofuel production, they introduced five genes into the alga that produced five different kinds of enzymes that could be used in an industrial setting to not only convert biomass to fuel, but also increase nutrient availability in animal feed. Some of these enzymes, for example, came from a fungus that degrades plant material into simple sugars.
The scientists said in their paper that "we hope to eventually determine whether whole algae, post-oil extraction, may be used as a feed additive to improve animal feeds. Animal feed is a relatively high volume market that may be able to benefit from algae-produced proteins as a feed additive."

A Real Estate Christmas? Decorating Client's Homes For the Holidays
Should clients be allowed to decorate their homes for the holidays? We look at a few perspectives on the topic.

We all get a kick out of walking around our neighborhoods and surveying everyone?s holiday decorations, and indeed, few things looks nicer than a brightly-lit, tastefully-decorated home in the wintry months.
But what about homes you are planning to list? Do you allow clients to decorate their homes as they please, or caution restraint?
A Real Estate Christmas ? Decorating Client?s Homes
As with most topics involving the buying and selling of real estate, there is no ?right? answer on whether clients should decorate their homes or not, but here are three perspectives to consider:
1. Keep ?em modest ? If you do allow your clients to decorate their properties for the holidays, it would be wise to caution modesty with their decorations. The examples we linked to above featured nothing more than bright lights and garlands, and they were enormously appealing for their restraint, whereas properties with overwhelming amounts of lights and blow-up decorations will likely scare away any prospective homebuyers.
2. Keep ?em AWAY from the MLS!?? Regarding interior decorations, be similarly intent on modesty and restraint, and be absolutely certain that decorations do not show up in your MLS photos for the property. Aside from the potential corniness of such photos, keep in mind that the home may not sell in December, and what looks more appealing than a photo of this in February?
3. Avoid ?em altogether ??Rather than beat around the bush and try to incorporate Christmas decorations, some agents think it better to avoid them altogether, and admittedly, that approach does have some appeal. After all, you avoid offending any potential buyers, you don?t risk obscuring some of the property?s most impressive features (decorations can be great at covering up fireplaces, columns, etc.) and you allow those buyers to better envision how they would look in the home as its owners.

Social Media Ad Revenues to Double By 2016 [REPORT]
Good news for those who believe social media advertising revenues will be crushed by mobile: A researcher is estimating that the category will double by 2016 to become a $9.2 billion business, in the U.S. at least.
BIA/Kelsey projects a 19.2% annual growth rate for the next four years for social media ads. The researcher believes that so-called native ads like Facebook?s Sponsored Stories and Twitter?s Promoted Tweets will lead the growth. Such native social advertising will grow from $1.5 billion in 2012 to $3.9 billion in 2016 for a 26% annual growth rate. BIA/Kelsey predicts that Facebook, Twitter and others including StumbleUpon and Tumblr will be able to command higher prices for the formats.
Even the oft-derided social display ads ? the ads you see on Facebook?s right-hand column or the banners on YouTube ? will also grow from $3 billion in 2012 to $5.4 billion in 2016, which amounts to a compound growth rate of 15.2%.
The report?s sunny take contrasts a bit with a pervasive belief that the growth of mobile will torpedo overall ad revenues. For instance, Facebook?s stock fell as low as $17.55 after the company went public at $38 as investors punished the company for its perceived lack of ability to monetize its growing mobile audience. But even Google, which has anticipated the mobile revolution, has seen its average cost-per-click fall as mobile takes a bigger slice of the overall pie.

Facebook policy change results in hysteria ? and a hoax

If you're confused over a recent email from Facebook regarding its data use policy, you're not alone.?
The email ? with the subject line "Updates to Data Use Policy and Statement of Rights and Responsibilities" ? sparked an online hysteria which divided the Facebooking world into two factions: users who suspected the email?was yet another phishing spam scam; and users?who believed that Facebook is rolling back copyright and privacy rights, and protested this by cutting-and-pasting a viral?status update. ?
The hysterically reposted?status?update starts?like this (and then goes on and on and on):
In response to the new Facebook guidelines I hereby declare that my copyright is attached to all of my personal details, illustrations, graphics, comics, paintings, photos and videos, etc. (as a result of the Berner Convention). For commercial use of the above my written consent is needed at all times!
Blah blah blah and so on. We're all busy people, so let's just cut to the chase:
- The Facebook policy update?email, subject line: "Updates to Data Use Policy Statement of Rights and Responsibilities" (pictured below)?is totally real, totally from Facebook and totally?not a scam. ?
- The Facebook policy update doesn't represent any egregious robbery of your personal data, photos, drawings,?macaroni?art, etc., let alone any personal data you've already made available to Facebook or on many a site or mobile device.
- Even if Facebook was coming for your macaroni art, et. al, your cut-and-paste status would do nothing to change it. As Snopes (a site you should have bookmarked) helpfully reminds: "Facebook users cannot retroactively negate any of the privacy or copyright terms they agreed to when they signed up for their Facebook accounts nor can they unilaterally alter or contradict any new privacy or copyright terms instituted by Facebook simply by posting a contrary legal notice on their Facebook walls. " This is true whether Facebook is a publicly traded company or not.?
Now that we're clear on that, let's focus on the notable items of this totally real, authentic?Facebook update (which you can read in full here):
- The new policy will allow Facebook to obtain data about you?"from our?affiliates?or our advertising partners" (with whom you've already shared your personal info, such as websites, memberships, etc.), to "improve the quality of ads." Plenty of sites already do this, matching your info (which you've provided, technically?of your own free will)?to show you ads your most likely to respond to, and to report to those ad partners how you did respond.
- As we reported last week, Facebook is also axing your ability to vote on policy changes ? a practice it first launched in 2009 to a continually?underwhelming?response. ?As Suzanne Choney reported earlier this year, a vote on privacy changes resulted in "hardly anyone voting."?(The trouble here?may be in the rules, however.?"Hardly anyone"?equaled?342,632 votes at the time," Choney explained. An army, but hardly the third of its users Facebook requires to?vote before it registers?dissent.)?
- You have until 9 a.m. ET, Wednesday,?Nov. 28 ?to vote or comment on these and the other?changes ? most likely for the last time. ?That's a scant seven days since the policy notice went live on the Facebook Governance page, but face it, were you ever?really going to vote, anyway?
NBC News?contacted Facebook over the confusion most likely caused by the latest policy change?announcement and the latest Facebook copyright status hoax, and received the following email statement:
As outlined in our terms, the people who use Facebook own all of the content and information they post on Facebook, and they can control how it is shared through their privacy and application settings. Over the last few years, we have noticed some statements that suggest otherwise and we wanted to take a moment to remind you of the facts ? when you post things like photos to Facebook, we do not own them.?
True enough.
As we reported a year ago, Facebook made a settlement with the Federal Trade Commission over the massive privacy rollback on 2009 which bars the social network "from making?any further deceptive privacy claims." Facebook is also?now required to?"get consumer's approval before it changes the way it shares their data, and requires that it obtain periodic assessments of its privacy practices by independent, third-party auditors for the next 20 years."
Hence these emails that send us into a status-update cut-and-paste panic. If you fell for it this time around, don't be too hard on yourself. You're certainly not alone. As Facebook users, we're still angry over the social network playing fast and loose with our privacy in years past. Some people show their rage in fits of cutting and pasting, others vow they'll never touch Facebook again, then secretly log in three days later. We may love it too much to leave it, but can you really ever?trust?a cheater ? even when that cheater is trying to show you its reformed??

Why Powerful Men Cheat | World of Psychology
Both men and women cheat ? regardless of race, age or stature, according to Terri Orbuch, author of Finding Love Again: 6 Simple Steps to a New and Happy Relationship. In fact, about 32 percent of married men and 20 percent of married women report being unfaithful, she said.
But when powerful men ? most recently CIA Director General David Petraeus ? admit to infidelity, we?re often taken aback. (Or maybe some of us aren?t that shocked, after all.)
Petraeus joins a long line of philanderers in prominent positions: Anthony Weiner, Eliot Spitzer, Bill Clinton and John Edwards, just to name a few.
But regardless of whether you?re surprised to hear these men strayed, the question is the same: Why?
Why do powerful men with such pivotal professions and important responsibilities commit adultery? Why do men with so much to lose ? great positions, families and reputations ? risk it all for a fling?
Power certainly may play a role. For instance, in a survey of 1,561 professionals, Joris Lammers, an assistant professor at Tilburg University, and colleagues found that the more power people had, the more likely they were to cheat. Plus, the more power people had, the more confident they were.
(They also found no gender differences in past cheating or the desire to cheat. Women were just as likely to cheat or want to cheat as men were.)
Initial research also points to fascinating brain findings when people are given just a fleeting sense of power. Lammers told NPR, ?You can see the brain structure associated with positive things, with rewards, is just much more activated than the part that is steered toward preventing the bad things from happening.?
The piece also talks about interesting research in college students, which found that when both male and female students were given a temporary sense of power, they tended to flirt more with a stranger of the opposite sex who sat next to them.
According to Orbuch, the sheer presence of temptation may explain why powerful men cheat. Power ? and all that comes with it, such as wealth and fame ? is attractive to many women, she said. And, sometimes, these women can become aggressive with their advances, she said.
Loneliness might be another reason. Men in power, including General Petraeus, are often away from their families for days, even weeks, Orbuch said. As a result, they end up yearning for female companionship, she said.
Some powerful men might crave the adrenaline rush. ?They perform well under high stress and continually need and enjoy excitement or challenges to drive them forward. An affair gives them that same type of exhilaration in their private life,? Orbuch said.
These individuals also are surrounded by yes-men who placate them ? and, often, their bad decisions. ?Powerful men tend to be surrounded by people who protect them, idolize them, and even ?enable? their vices in order to remain inside their influential orbit.?
Having people in your inner circle who constantly approve of your actions can swell your ego. And it can make you feel like the limits you once put on yourself are loosening ? and loosening, she said.
Powerful men might believe they?re impervious to getting caught or can conceal their transgressions because of the resources at their disposal, Orbuch said.
She also noted that powerful men ? and people in general ? cheat when they want change. ?Something in the man?s life or his relationship isn?t OK, and the affair creates the trigger for change,? she said. That something might be boredom after many years together, she said.
Powerful men may cheat for a variety of reasons. But the result is usually the same: Positions, reputations and families are irrevocably broken.

Private initiative has always had a key role in the UK?s welfare state. Indeed, as Sir William Beveridge wrote in his influential 1942 report, Social Insurance and Allied Services, ?social security must be achieved by co-operation between the State and the individual. The State should offer security for service and contribution. The State in organising security should not stifle incentive, opportunity, responsibility; in establishing a national minimum, it should leave room and encouragement for voluntary action by each individual to provide more than that minimum for himself and his family.?
Thus while attention is often given to changes taking place to public programmes, such as increases in the state pension age, it is important to not lose sight of how the environment for ?the private pillar? is changing too.
As the Chartered Insurance Institute has shown the private welfare market is undergoing significant change. With the increasing numbers of baby boomers now retiring the focus is moving from ?accumulation? (building up financial and other assets) to also include ?decumulation? Yet these markets face challenges. One challenge is public attitudes. As Lord German has noted, in the United Kingdom there is a perception that a ?home is a family asset to be valued as a statement of personal freedom, and intended for passing on to other members of the family.?
As hard as this is to say, this perception cannot last. Population ageing will create a real hole in the public finances and the large amount of equity tied up in family homes should play a part in helping plug this gap. People over 65 hold 29 per cent of owner occupied homes, 93 per cent of which are owned outright without a mortgage. As the Pensions Policy Institute noted in 2009 the value of housing wealth owned by people over State Pension Age was already ?907 billion and will be likely to increase to ?1,274 billion by 2030.
There is no doubt that politically this is a difficult case to make. But it cannot be fair to level additional taxes on younger workers simply so that wealthy pensioners do not have to drawdown wealth. And the longer it takes to grasp the political nettle the harder change will be. Delay will make change more costly and disruptive for families. Delay will also mean the political barriers are higher ? with the share of the voting population over 55 projected to increase from 2 in 5 now to 45 per cent in 2020.

The authors of this volume attempt to cohere the field of creativity and affect in a scholarly fashion by categorizing and characterizing some of its major features, including environmental influences; underlying processes; specific affective states; the role of atypical or pathological personalities; unconscious processes; physiological components; proactive and reactive stimuli; intrinsic motivation; eminence versus everyday creativity; and testing of assessing the affective component of creativity.
