UNITED NATIONS (AP) ? The U.S. and South Africa reached a deal Thursday that will release $1.5 billion in frozen Libyan assets in American banks which the U.S. is earmarking for the cash-strapped rebels fighting to oust Moammar Gadhafi.
The Libyan opposition said it urgently needs at least $5 billion in frozen assets to pay state salaries, maintain vital services and repair critical oil facilities.
Analysts estimate that as much as $110 billion is frozen in banks worldwide and several European nations are also seeking to release funds, including Britain, France and Italy, which announced Thursday it wants to release euro350 million ($505 million) for the rebels.
South Africa had blocked agreement in the Security Council committee monitoring sanctions against Libya on unfreezing the $1.5 billion in U.S. banks over concerns that it implied recognition of the opposition National Transitional Council. South Africa has not recognized the rebel government and said neither has the African Union nor the United Nations.
Mark Kornblau, spokesman for the U.S. Mission to the United Nations, said the U.S. never intended its request to unfreeze the Libyan assets to imply recognition of any government. He said the wording has been changed to say that the money will go to "relevant authorities" ? and the U.S. will earmark the $1.5 billion for the National Transitional Council.
The United States had called for a vote Thursday afternoon on a Security Council resolution that would have authorized the release of the fund unless South Africa changed its mind and joined consensus in the sanctions committee. While the committee requires unanimous agreement of all 15 council members, a resolution does not. South Africa lifted its objection.
U.S. Secretary of State Hillary Rodham Clinton said she welcomed the release of the $1.5 billion in Libyan assets frozen in the U.S.
"This money will go toward meeting the needs of the people of Libya," Clinton said in a statement Thursday night. "We urge other nations to take similar measures. Many are already doing so."
A senior U.S. administration official, speaking on condition of anonymity because he was not authorized to speak publicly, said late Thursday that the money will be available "in the coming days."
The U.N. Security Council in February and March ordered all countries to freeze billions of dollars in assets belonging to Gadhafi, key relatives, and members of his regime as well as the Libyan central bank, Libyan investment organizations and the National Oil Corporation. The aim was to punish the regime and cripple its response to protesters demanding change.
With Gadhafi in hiding and the rebels poised to take control of Libya, Britain, the U.S., the European Union and Turkey have called for the quick release of assets to help the National Transitional Council to rebuild the Libyan economy, restore essential services, reform the police and the army, and pay government salaries.
Although the U.S. circulated a Security Council resolution to unfreeze some Libyan assets in America ? which turned out not to be needed ? council diplomats said a second resolution to be circulated soon will cover the U.N.'s mandate in a post-Gadhafi Libya and proposals to unfreeze assets in other countries.
Meanwhile, the international community was moving ahead on planning for a post-Gadhafi era.
Senior officials from more than 30 nations were meeting Thursday in Istanbul to discuss ways of assisting Libya's opposition in the post-Gadhafi era and the unfreezing of billions in cash and assets. U.N. Secretary-General Ban Ki-moon planned to hold a videoconference Friday with the heads of the Arab League, African Union, Organization of Islamic Cooperation and European Union.
And French President Nicolas Sarkozy was in Beijing urging a once reluctant China to join Western nations in rebuilding Libya and inviting Beijing to an international conference on Libya's future in Paris next Thursday.
"We need urgent help," Mahmoud Jibril, head of the National Transitional Council said in Milan Thursday after meeting with Italian Prime Minister Silvio Berlusconi and before heading to the Istanbul meeting. "We are here for an urgent call. There are high expectations. While the liberation of Tripoli is in the last and final stages, the battle is still going on."
Deputy Secretary of State Bill Burns, who led the U.S. delegation in Istanbul, said the meeting was characterized by an "upbeat spirit and recognition of what our combined efforts have helped to achieve."
He said the council has committed to pursuing democratic reform, upholding Libya's international obligations and respecting human rights as well as to distribute funds in a transparent manner that addresses the needs of the Libyan people.
"Now more than ever, we will look to the ... council to live up to those responsibilities and to implement its transition roadmap," he said. "It is critical that the (NTC) continue to engage with stakeholders across Libya."
Jibril warned that stability and security were at risk if rebel salaries, unpaid for four months, weren't delivered. Among the other urgent priorities, he said, were collecting weapons, rebuilding a justice system and national army, providing care to the wounded in Libya and abroad, and rebuilding power stations.
A member of Libya's rebel Cabinet said the transitional government was moving immediately to Tripoli from its eastern stronghold city of Benghazi.
"It's clear that the NTC is moving forward to form its government there, and to get its people in place early on, and the U.N. will be there with them, and right after them as conditions permit," U.N. political chief B. Lynn Pascoe told reporters earlier, after briefing the Security Council on Mideast issues.
The United States had been trying for more than two weeks to get the Security Council sanctions committee to unfreeze the U.S. assets to pay for immediate humanitarian aid, but South Africa objected.
British Prime Minister David Cameron called South African President Jacob Zuma and they "agreed that Libya now has the opportunity for transition to a peaceful, democratic and inclusive government and they discussed how the international community should actively and urgently support this process," Cameron's office said in statement Thursday.

Ex-Thai PM defends contentious trip to Japan (AP)
TOKYO ? Fugitive former Thai leader Thaksin Shinawatra defended his controversial visit to Japan on Tuesday, saying he wants to support the disaster-stricken country that helped his own people recover from a massive tsunami in 2004.
"I feel like I'm attached to what's happening there," he said of northeast Japan, which he plans to visit this week to view the damage caused by Japan's huge March 11 tsunami.
Thailand's opposition has criticized his visit and accused the country's foreign minister of aiding a fugitive by asking Tokyo to grant a visa to Thaksin, who is living in self-imposed exile to escape a two-year jail sentence for corruption.
"Coming to Japan is my own right," he said at one of two news conferences he held in Tokyo on Tuesday.
Japan was one of the biggest aid donors after an Indian Ocean tsunami in 2004 killed 230,000 people in a dozen countries, including Thailand.
Thaksin, 62, was ousted as prime minister in a 2006 military coup. He remains a highly divisive figure in his homeland, where he is adored by the poor masses but distrusted by the established elite, including the military.
His ouster set off a sometimes violent struggle between his supporters and opponents that has left the country bitterly divided.
His sister, Yingluck Shinawatra, was elected prime minister in July, but many view Thaksin as the real power behind the new administration.
Thaksin acknowledged that he is extremely close to his younger sister. He said they maintain regular contact and he offers advice when she asks, but denied that his influence extends beyond that.
But his sister's rise to power could lead to Thaksin's eventual return under a general amnesty, which would enrage his opponents and could destabilize Thailand.
Analysts said trips like the one to Japan suggest Thaksin is eager to boost his image and legitimacy on the international stage.
"Acceptance from the global community undoubtedly is good PR for him, and he can use it as an example of his rightfulness from overseas when he attempts to win back domestic approval," said Somchai Phagaphasvivat, a political scientist at Thammasat University.
Thaksin, who arrived in Japan on Monday, told reporters that he has no plans to return to Thailand unless there is reconciliation in the country's polarized political climate ? something he said was "not there."
"I don't want to fuel any more conflict," Thaksin said. "I just want to be part of the solution, not part of the problems."
He also said he was willing to do jail time if he actually committed a crime, but described the charges against him as politically motivated.
The previous Thai government, led by his political opponents, revoked Thaksin's passport and he has been using one issued by Montenegro.
Japanese officials said Tokyo granted Thaksin a visa after receiving a request for assistance from the Thai government. Thai officials explained that Thaksin's visit was to provide assistance to tsunami victims, said Masaru Satoh, an official at Japan's Foreign Ministry.
Japanese law states that people convicted of crimes with sentences of more than one year will be denied entry visas, but also stipulates that exceptions can be made if there is sufficient reason, Satoh said.
Thaksin's Japanese visa has stirred up controversy in Thailand, where former Prime Minister Abhisit Vejjajiva's Democrat Party is trying to impeach Foreign Minister Surapong Tovichakchaikul for allegedly aiding a fugitive by asking Tokyo to grant the visa.
Surapong has denied making such a request and is suing Abhisit for defamation.
Thaksin said his sister "had nothing to do" with his trip and offered a new explanation of his visa.
He said the previous government had sought to block his travels by asking governments around the world to deny him entry. When asked by Japan's Foreign Ministry, the new Thai government merely confirmed that such requests were no longer valid, he said.
"So the approval of the visa is totally the discretion of the Japanese government, not us," Thaksin said. "But definitely I'm grateful that they allowed me to come."

Injury bug -- a moth -- strikes Cards' Holliday

ST. LOUIS - This was a different sort of injury bug for Matt Holliday.
In a bizarre episode, a moth got stuck deep in Holliday's right ear, forcing the St. Louis Cardinals star to walk off the field while the Los Angeles Dodgers batted in the eighth inning Monday night.
With two outs, Holliday called time in left field and started toward the dugout holding his ear. Cardinals trainer Barry Weinberg met Holliday and tried to help.
"He had a moth fly into his ear, deep into his ear. I don't even know what happened to it," St. Louis manager Tony La Russa said moments after his team's 2-1 loss.
Team spokesman Brian Bartow said Holliday was taken into a dark room and trainers put a light by his ear, trying to lure the insect out. That didn't work, so they used a utensil to get the moth, which was still alive, out of Holliday's ear.
Holliday was not available for comment after the game but appeared to be OK, Bartow said. Corey Patterson replaced Holliday in the field.
Holliday has been on the disabled list twice this season. The All-Star slugger has missed time because of an appendectomy and quadriceps injury.
The Dodgers rallied in the ninth to beat St. Louis. The Cardinals fell nine games behind Milwaukee in the NL Central.
"It's no more disappointing than the others we've lost in similar fashion," said Lance Berkman, who led off the second inning with his 29th home run. "A loss is a loss. They're all disappointing."
St. Louis led 1-0 after eight innings behind the strong pitching of starter Chris Carpenter, who has never lost to the Dodgers. His 6-0 record and 1.57 ERA entering the game was the tops against Los Angeles among all active major league pitchers.
Carpenter began the ninth by hitting Juan Rivera with a pitch and Arthur Rhodes relieved.
"That's my bad for hitting Rivera," Carpenter said. "If I get him out, I don't have to worry about it."
Carpenter allowed the Dodgers just five hits while striking out seven.
Rhodes struck out Andre Ethier, La Russa brought in Fernando Salas (5-5). Aaron Miles tripled to right-center field to tie it.
"I fell behind in the count and I went to my best pitch to the lefties, a changeup," Salas said. "The guy put a good swing on it."
Miles said that he was looking for a changeup. He was also thinking third base all the way.
"You've got to take chance with one out," Miles said. "I knew I was going to go for it. They had to make a good relay to get me."
With Miles on third, La Russa then went to Jason Motte, who got Rod Barajas to hit a sharp grounder. But shortstop Rafael Furcal bobbled the ball briefly allowing Miles to score the go-ahead run.The blown save was the fifth in 27 tries for Salas.
"I just played the inning," La Russa said. "I watched what happens. You decide as you go along. He hit the first guy and with Ethier up, I figured it was better to go with the left-hander."
Los Angeles manager Don Mattingly was grateful to see Carpenter gone, but would not second-guess the decision to remove him.
"We didn't do much with him, that's for sure," Mattingly said. "I'm sure Tony has his reasons. He knows his ballclub a lot better than I know his ballclub."
Matt Guerrier (4-3) pitched a scoreless eighth to get the win. Javy Guerra pitched the ninth for his 11th save in 12 opportunities.
James Loney had three hits for the Dodgers. Matt Kemp was 0 for 4 and had his 11-game hitting streak snapped.
Los Angeles rookie starter Nathan Eovaldi allowed just a solo home run to Lance Berkman, his 29th, leading off the second inning. Eovaldi lasted five innings and allowed five hits while walking one and striking out two.
NOTES: St. Louis failed to score in the opening frame against the Dodgers, who have allowed just 35 first-inning runs. Los Angeles is on pace to allow 45 first-inning runs, which would be the fewest by a National League team since 1920. The 1975 Dodgers' team holds the record with 49 runs allowed.

SAN FRANCISCO (AP) ? Two men were shot and wounded in the parking lot of Candlestick Park after a preseason NFL game Saturday night between the San Francisco 49ers and the Oakland Raiders, police said.
The shootings occurred shortly after the 49ers' 17-3 victory, police Sgt. Michael Andraychak said.
A 24-year-old man was treated at San Francisco General Hospital with life-threatening injuries, and a 20-year-old man was hospitalized and was expected to survive, Andraychack told The Associated Press. Their names have not been released.
Police Sgt. Frank Harrell that the 24-year-old man was wearing a T-shirt with a derogatory comment about the 49ers and was shot two to four times in the stomach, according to reports in the Oakland Tribune and the San Francisco Chronicle. He drove his truck to a gate and stumbled to security, Harrell said.
The other victim was shot earlier and had superficial face injuries, Harrell said.
"We are treating it as separate shootings, but we believe they are related," Harrell told reporters outside the stadium.
Harrell said police took a man in a Raiders jersey off a party bus before it left the stadium and were calling him a suspect.
The suspect and the two victims had all attended the game, Harrell told the newspapers.
The 49ers issued a statement acknowledging the shootings and the investigation, but offering no further details.
There was at least one fight in the lower bowl of the stadium during the game, but it was no immediate indication that it was connected to the postgame shootings.
The violence was not the first involving a San Francisco sports team's game this year.
In March, San Francisco Giants fan Bryan Stow was severely beaten by two men in Los Angeles Dodgers gear outside Dodger Stadium after the teams' season opener. He remains in San Francisco hospital with in serious condition with brain injuries. Two suspects have been charged in the case.

Greyson Chance hopes to move beyond internet fame (AP)
NEW YORK ? Greyson Chance has the unique distinction of being a YouTube sensation. He grabbed attention worldwide (not to mention Web hits) for his rendition of Lady Gaga's "Paparazzi." At just 12 years old, he also caught the attention of talk- show host Ellen DeGeneres. She invited him on her show, and was so impressed, she created a record label called eleveneleven and signed him as its first artist.
Now, Greyson is 14 years old and has spent the time since writing, recording songs and touring to establish himself in the music industry.
He released his first album called "Hold on `til the Night" earlier this month. It debuted No. 29 on the Billboard album charts.
He talked about his music, DeGeneres and how he's wise beyond his years during a recent interview.

AP: What did you learn from recording your first album?
Greyson: I learned tons from recording this album. I really got into production and started learning how to make sounds, how to make beats and that sort of thing. Also, I think I've really advanced as a songwriter because I wrote more than half of the record.
AP: You didn't rush to put out an album after getting a record deal. Was there a pressure to keep the momentum going?
Greyson: I feel like you need to take time. You need to take time to build the process, gain the fans, put out the record and also build time to realize what the heck you're doing. You don't want to rush into something. You need to take your time, realize what you're doing, what you want to do, how to market yourself. And the music industry is a lot of business and it's a lot of politics.
AP: You're very well spoken and wise for your age. Are you sure you're only 14?
Greyson: Now that you're asking, I'm actually about to turn 46 this Christmas. I'm very excited. I'm going to spend it with the kids. You know, we're gonna have a good vacation, nice Christmas and it's gonna be good.
AP: You just look very young.
Greyson: Yeah, it's just all those long hours in the bar after work. It's just the Botox (laughs)!
AP: How involved is Ellen DeGeneres in your career?
Greyson: She is very, very involved. She is always critiquing songs, artwork, everything.
AP: What's the best piece of advice she's given you?
Greyson: She told me, "Do not change yourself," and I really haven't. I've definitely evolved as an artist and as a person but I haven't changed myself one bit.
AP: How are you with listening to your music or watching yourself perform?
Greyson: I'm very hard on myself. ... We record the show every night and I go look back at it and I write notes about what to do, what looks good, what doesn't look good.
AP: What do you do when you downtime and you're not doing something music-related?
Greyson: I'm very into photography. I love taking photos and I'm a huge reader ... I'm desperately into "Harry Potter."

Speculation has accelerated in the past week. New Jersey Gov. Chris Christie and Rep. Paul Ryan of Wisconsin have gotten the most buzz, but Rudy Giuliani and Sarah Palin get honorable mentions.
WashingtonWhen Texas Gov. Rick Perry entered the presidential race last Saturday, some pundits were quick to declare the GOP field filled. At last, someone who could go toe-to-toe against the weak front-runner, former Massachusetts Gov. Mitt Romney, who is too moderate and dispassionate for many Republicans? taste, they said.

If anything, the speculation and scooplets about possible new entrants have only accelerated. All week, New Jersey Gov. Chris Christie and Rep. Paul Ryan of Wisconsin have gotten the most buzz, but former New York Mayor Rudy Giuliani and former Alaska Gov. Sarah Palin get honorable mentions.
On Friday, a piece in The Daily Caller reported that former campaign staffers for ex-Minnesota Gov. Tim Pawlenty ? who ended his campaign last Sunday ? were trying to woo the blunt-spoken Governor Christie into the race. It also said these same staffers had received an overture from Representative Ryan, a, young conservative intellectual leader.
On Tuesday, The Weekly Standard reported that Ryan was ?strongly considering a run.? The night before, former George W. Bush political guru Karl Rove raised the possibility on Fox News that both Christie and Ryan might reconsider their earlier statements that ruled out a run.
Yet it must be stated that there is no love lost between the two Texans, Mr. Rove and Governor Perry. So any suggestion by Rove that the GOP field still lacks The One, and that other major contenders may yet enter, must be discounted.
Still, says Ari Fleischer, former Bush White House spokesman, ?I?m a little hesitant to put it all on motive, because as much as Karl has motives, he has good ears.?
Certainly, Perry?s debut has not been flawless. He said Fed Chairman Ben Bernanke would be committing treason if he printed money prior to the next election and would be treated ?ugly? if he then went to Texas ? a harsh assertion that brought GOP wrath upon Perry?s head. He declined to affirm that President Obama loves America. He questioned climate science and evolution.
All those statements might play well in red America, but in the context of a general election, they were considered gaffes. They haven?t become part of his standard patter; Perry is still refining his rhetoric.
Bottom line: No candidate is perfect, and no new entry shuts the door to others.
But it is getting late. With each passing day, it gets increasingly difficult for anyone to pull together the organization and donors needed to mount a credible campaign. Fundraising would be especially difficult for a House member like Ryan, who has never had to raise national money before.
When asked about running, Ryan?s reply is always the same: He feels he?s right where he should be, chairing the House Budget Committee and helping lead the GOP charge to dramatically slash government spending. Plus, he has three small children.
Christie, too, has good reasons to stay right where he is. He?s been in his job only 19 months and could build a stronger r?sum? for a run in 2016 or 2020, depending on who wins in 2012.
?I think Governor Christie wants to be reelected and is making positive change in New Jersey,? says Ford O?Connell, chairman of Civic Forum PAC.
Then there?s Ms. Palin, who still draws support in the polls and bursts onto the stage periodically ? especially when the national press is nearby, as in Iowa last weekend. But there?s been zero indication that she?s organizing staff or potential donors behind the scenes for a run.
Another familiar figure who has hinted at running is Mr. Giuliani. As a moderate, he could complicate life for Mr. Romney in the first primary, New Hampshire, but he also hasn?t shown serious signs of organizing. And he ran a mediocre campaign four years ago.
Another former governor who has been dropping hints in the first caucus state, Iowa, is George Pataki of New York. But if he runs, analysts don?t give the moderate any chance of making waves in a campaign where the energy is among conservatives.
For some, getting publicity by hinting at a run may be more about speaker?s fees and other business endeavors than about any serious notions of trying to become president.
But this is a good cycle for a large field. With no clear front-runner ? a rarity for the Republicans ? the race is fluid. This invites new entrants and the possibility of winning an early primary or caucus with a modest plurality of the vote.
So the GOP field may well not be completely set. Though it?s getting late.

ATLANTA (AP) ? The Big Ten has 12 schools. The Big East is branching out to Texas. And if that's not confusing enough, the Big 12 may soon be the Little Zero.
So much for all that grand talk recently from college presidents about reining in their out-of-control cash machines, also known as college football.
Tradition means nothing anymore. Neither do rivalries nor geographical logic. Certainly not the so-called "student-athletes."
All that matters is money, money, money.
So, if padding the coffers requires some conferences bulking up to 16-team monstrosities and others going away for good , well, so be it. If that means some schools becoming richer than a small country and others left with a few bread crumbs, well, that's the breaks.
"I see schools that emphasize football so much and athletics so much, kind of breaking away and really dominating the landscape. Whether that's good or not depends on your orientation about where athletics fits in higher education," said Stephen Dittmore, an assistant professor of recreation and sport management at Arkansas.
"Is it an integral part of the student experience," he went on, "or a commercial venture?"
The latter appears to be winning, hands down.
It was only a year ago that talk was rampant about four 16-team super conferences basically seizing control of college football ? everyone else be damned.
Now, we appear headed that way again. On Monday, the Texas A&M board regents authorized the school president to do whatever he wants on conference realignment, which clears the way for a possible move to the Southeastern Conference.
But that's just the first domino, and you might want to cover your eyes while the rest of them fall into place ? especially if your favorite school isn't a chosen one.
A quick primer on how we got here:
Last year, the Big 12 lost two members ? Nebraska became the 12th school in the Big Ten and Colorado joined the Pac-10-turned-Pac-12 (along with Utah) ? but managed to stay in business by basically selling it soul to Texas.
The Longhorns wanted to form their own television network, or they were bolting if they couldn't. Go ahead, the Big 12 (actually 10) said, holding up its arms. Take whatever you want, just don't leave us hanging.
Well, along came ESPN, gladly forking over $300 million to the folks in Austin to help fund their little TV venture over the next 20 years. Uh-oh, thought the other nine Big 12 members, what chance do we have now? Especially when the Longhorn Network announced plans to show high school football games, a rather convenient recruiting tool.
Even though there's a one-year moratorium on the televising of prep games, that's apparently not enough to satisfy the folks down in College Station. In case you haven't heard, they're not especially big fans of Texas.
So, Texas A&M has started divorce proceedings from one of college football's greatest rivalries so it can propose to the SEC, which has never been real vague about its intentions of world domination.
The SEC presidents met Sunday in Atlanta to self-servingly declare they're happy with the current 12-team membership but ? surprise, surprise ? "future conditions may make it advantageous to expand the number of institutions in the league."
Translation: We'd love to have you, Aggies, but we need to come up with at least one more team ? or, better yet, three ? to give our behemoth a more even look.
All this will surely lead to another furious round of courting and cajoling and even threatening, and none of us may recognize the outcome when this round of musical chairs is done.
A nine-team Big 12 will likely become nothing more than a carcass along the highway, ripe for the vultures to swoop in and rip it to shreds. The Pac-12 already tried to lure away four more teams last year, so it's likely they'll take another shot at schools such as Oklahoma, Oklahoma State, Texas Tech and maybe even Texas.
Hope they didn't spend too much money on that new logo.
The SEC ? which essentially started all this mess in the early 1990s by adding Arkansas and South Carolina, allowing it to launch a lucrative football championship game ? could set its immediate sights on a school such as Big East member Louisville to balance out an East-West alignment with Texas A&M.
That, in all likelihood, would mark the beginning of the end of the Big East as a football conference. The Atlantic Coast Conference, which already swiped out-of-region Boston College back in 2004, could resume its northward push by going after Syracuse, Pittsburgh and Rutgers.
Of course, Syracuse and Pitt might be of interest to the Big Ten, which could grow to 16 members by adding a couple of schools in the East and maybe picking up a couple more Midwestern leftovers from the Big 12 (Missouri and Kansas?).
Texas is the real wild card in all this. They could join a new conference or go independent in football, like Notre Dame and BYU.
Confused yet? Don't be.
When it's all said and done, we'll have what everyone projected a year ago: A college football world comprised of the very wealthy haves (SEC, ACC, Pac-Something and Big Ten-In-Name-Only) and the begging-on-the-street-corner have-nots (everyone else in Division I).
Sorry, schools such as Baylor and Iowa State, you'll likely be getting a demotion.
The NCAA could even be cast aside by these new mega-conferences, which doesn't sound so bad until you envision what sort of organization they would set up to govern themselves.
In all likelihood, they would drop any charade about being nothing more than pro sports franchises without all those pesky player salaries.
"The expense side of college athletics has become such a focal point," said Brad Bates, the athletic director at Miami of Ohio, which knows it won't be asked to come along on the super-conference ride. "But we've always got to be true to the work of higher education.
"Our primary purpose," he went on, "should be to maximize the development of students. Every decision we make should be guided by the overarching aim of student development. If not, quite frankly, we don't need to be on college campuses."
Hmmm, now we're on to something.
