John Feffer: The Squats of Berlin

It was breathtaking. We emerged from the forest on the outskirts of Moscow and saw, looming above the tall grass, an enormous ruined palace.

It was 1985, and I was studying Russian at the Pushkin Institute. We heard a rumor about a grand edifice, the unfinished palace of Catherine the Great, that was moldering not far from where we were staying in Moscow. We took the subway to the end of the line, tramped through a forest and a field until we came upon the ruins of the great hall. The walls were still standing, and we walked the length of the building, avoiding the shrubs and underbrush and hoping to come across a small piece of history in a broken chair or scrap of wallpaper. We didn't know that the Russian empress capriciously ordered her Tsaritsyno dismantled in 1785, when everything was done except for the interior decorations. The ruins, minus any of the accouterments, lay around for the next 200 years.

Enough of Tsaritsyno remained in the mid-1980s that you could more or less understand the scale and grandeur of the undertaking. But what was truly amazing was to happen upon this complex as if discovering the ruins of a long-forgotten Mayan temple in the jungles of Guatemala. There were no signs, no paths, no kiosks hawking souvenirs. It had simply become part of the landscape.

I experienced this same feeling in March 1990 when I encountered Tacheles in East Berlin. Originally a department store built in 1907-8 in the Jewish quarter of Berlin, the enormous five-story shopping arcade stretched from Friedrichstrasse to Oranienburger Strasse. Its tenure as a commercial space lasted only a few years prior to World War I. After that, it was a showroom for an electrical company, a central office for the Nazi SS, and a prison. During the communist period, the official trade union took over the structure, but the building gradually fell into disrepair.

In 1990, this glorious ruin was a perfect place to squat. There was a culture of squatting in East Berlin even during the communist era. Given the shortage of official university housing, students would frequently take over abandoned flats, mirroring the squat culture on the other side of the Wall in Kreuzberg. The Germans used the word instandbesetzen, a combination of renovating and occupying. When the Wall fell, squat culture expanded exponentially as people from East and West took over abandoned properties in East Berlin. In 1990, for instance, I spent an evening at one of the squat caf?s in Prenzlauer Berg where I ate Indian food and listened to the Talking Heads, while cigarette smoke and political conversation swirled around me.

Tacheles -- the squatters renamed the old department store after the Yiddish word for "straight talk" -- was a much bigger undertaking. When I walked down Oranienberger Strasse and came upon this enormous structure -- only a month after the first squatters took up residence to prevent impending demolition -- I was amazed at all the activity going on inside. Artists were setting up studios. A movie theater was being restarted. There were cafes, performance spaces, and what seemed like unlimited room to create an alternative society.

And now in 2013, I returned to Berlin only a few months after the end of Tacheles. For 22 years, the punks and anarchists and hippies and artists and squatters of all types had hung on, sometimes quarreling, often creating art and music, always partying. But the writing -- as opposed to the graffiti -- was on the wall for squatting culture in Berlin. In 2009, police kicked out the anarcho-punk residents of the last open squat in the city at Brunnenstrasse 183. Tacheles hung on for a few more years before the owner HSH Nordbank finally evicted the remaining artists in September 2012. According to news reports, "Before police arrived, two black-clad artists played a funeral march but bailiffs were able to clear the building without resistance." It was a quiet end for what had been a bold and loud experiment.

Other squats have survived in different forms. In Prenzlauer Berg, I met several former squatters who now had titles to their apartments. In the same area, I happened on Adventure Playground, an innovative playground that started in April 1990. The wild area features an open fire, a forge, and a sand pit where children build their own structures (and destroy them). Through this remarkable oasis in the middle of the city, the spirit of pushing boundaries is being instilled in the next generation.

Then there's the House of Democracy and Human Rights. In 1989, the East German political opposition demanded and received a piece of prime real estate at Friedrichstrasse 165, a former Party building. After the opposition did so poorly in East Germany's first and only free elections in March 1990 -- which was dominated by the Christian Democrats and the Social Democrats -- they fell further to the margins and lost control of their iconic location.

I was delighted, however, to visit the new location of the rechristened House of Democracy and Human Rights. In 1990, I could skip from one office to the next, interviewing most of the inhabitants in one day. In 2013, I was astounded by the number of organizations in the three linked buildings, so many that it would take several weeks of interviews to visit them all.

So, one door closes, and another one opens. The creative chaos of Tacheles has departed the shell of its building on Oranienberger Strasse, but its soul lives on in a 3-D version on line.

And that unfinished palace of Catherine the Great? It's now finally finished, thanks to a controversial renovation project by the city of Moscow. I haven't been back to Tsaritsyno since 1985. I'm sure that it's a very beautiful complex of buildings, even if it lacks precise historical fidelity.

But there's nothing like the feeling of urban discovery, when you stumble upon an awe-inspiring structure that makes you feel, if only for a few moments, as if you just discovered a lost city, a vanished civilization.

Time to step in? U.S. weighs direct aid to Syrian rebels

PARIS (AP) ? The Obama administration, in coordination with some European allies, is for the first time considering supplying direct assistance to elements of the Free Syrian Army as they seek to ramp up pressure on Syrian President Bashar Assad to step down and end nearly two years of brutal and increasingly deadly violence.

Officials in the United States and Europe said Tuesday the administration is nearing a decision on whether to provide non-lethal assistance to carefully vetted fighters opposed to the Assad regime in addition to what it is already supplying to the political opposition. A decision is expected by Thursday when U.S. Secretary of State John Kerry will attend an international conference on Syria in Rome that leaders of the opposition Syrian National Coalition have been persuaded to attend, the officials said.

The officials spoke on condition of anonymity because the shift in strategy has not yet been finalized and still needs to be coordinated with European nations, notably Britain. They are eager to vastly increase the size and scope of assistance for Assad's foes.

Kerry, who was a cautious proponent of supplying arms to the rebels while he was chairman of the Senate Foreign Relations Committee, has been consulting with European leaders on how to step up pressure on Assad to leave power. The effort has been as a major focus of his first official trip abroad as America's top diplomat. On the first two stops on his hectic nine-nation tour of Europe and the Middle East, in London and Berlin, he has sought to assure the Syrian opposition that more help is on the way.

In London on Monday, he made a public appeal to opposition coalition leader Mouaz al-Khatib not to boycott the Rome meeting as had been threatened and to attend the conference despite concerns among Assad foes that international community is not doing enough. Kerry and Vice President Joe Biden made private telephone calls to al-Khatib to make the same case.

"We are determined that the Syrian opposition is not going to be dangling in the wind, wondering where the support is, if it is coming," Kerry told reporters after meeting British Prime Minister David Cameron and Foreign Secretary William Hague.

Hague said that the deteriorating conditions in Syria, especially recent scud missile attacks on the city of Aleppo, were unacceptable and that the West's current position could not be sustained while an "appalling injustice" is being done to Syrian citizens.

"In the face of such murder and threat of instability, our policy cannot stay static as the weeks go by," Hague told reporters, standing beside Kerry. "We must significantly increase support for the Syrian opposition. We are preparing to do just that."

The officials in Washington and European capitals said the British are pushing proposals to provide military training, body armor and other technical support to members of the Free Syrian Army who have been determined not to have links to extremists. The officials said, however, that the U.S. was not yet ready to consider such action although Washington would not object if the Europeans moved ahead with the plans.

The Obama administration has been deeply concerned about military equipment falling into the hands of radical Islamists who have become a significant factor in the Syrian conflict and could then use that materiel for terrorist attacks or strikes on Israel.

The Italian government, which is hosting Thursday's conference, said on Monday that the Europeans would use the meeting "to urge the United States' greater flexibility on measures in favor of the opposition to the Assad regime."

"They will be asking, in particular, that 'non-lethal' aid be extended to include technical assistance and training so as to consolidate the coalition's efforts in the light of what emerged at the latest meeting of the EU Foreign Affairs Council," the foreign ministry said in a statement. In a recent meeting, European Union foreign ministers agreed that support to the rebels needed to be boosted.

Officials in Washington said the United States was leaning toward providing tens of millions of dollars more in non-lethal assistance to the opposition, including vetted members of the Free Syrian Army who had not been receiving direct U.S. assistance. So far, assistance has been limited to funding for communications and other logistical equipment, a formalized liaison office and an invitation to al-Khatib to visit the United States in the coming weeks.

The officials stressed, however, that the administration did not envision American military training for the rebels nor U.S. provision of combat items such as body armor that the British are advocating.

The officials said the U.S. is also looking at stepping up its civilian technical assistance devoted to rule of law, civil society and good governance, in order to prepare an eventual transition government to run the country once Assad leaves.

In Europe, meanwhile, Kerry on Tuesday visited Berlin where he met his Russian counterpart, Sergei Lavrov, for the first time in his new post, spending more than an hour discussing the Syria conflict. Russia has been a strong supporter of Assad and has, along with China, repeatedly blocked efforts at the United Nations to impose global sanctions against the regime unless it stops the violence that has killed nearly 70,000 people.

State Department spokeswoman Victoria Nuland said the two met for an hour and 45 minutes, spending more than half that time on Syria in what she called a "really serious and hardworking session."

Kerry and Lavrov discussed how they could implement the so-called Geneva Agreement, which is designed to get the Syrian government and rebels to plan a transitional government for the time after Assad leaves office, Nuland said.

Lavrov told Russian news agencies that his talks with Kerry were "quite constructive." On Syria, he said the two reaffirmed their "intention to do all Russia and the U.S. can do. It's not that everything depends on us, but we shall do all we can to create conditions for the soonest start of a dialogue between the government and the opposition."

Syria's foreign minister was in Moscow on Monday and while there expressed a willingness to meet with opposition leaders.

The Syrian National Coalition is skeptical about outside help from the West and threatened to boycott the Rome meeting until a series of phone calls and meetings between Kerry and his ambassadors and Syrian opposition leaders repaired the schism. The council now says it will attend the meeting, but is hoping for more concrete offers of help, including military assistance.

Fraternity raises $16K for brother's sex change surgery

Donnie Collins, a transgender student at Emerson College in Boston, Mass., uploaded a message to YouTube on Monday thanking his fraternity brothers for launching a campaign to raise funds for his gender confirmation surgery.

A fraternity at Emerson College in Boston, Mass., has raised thousands of dollars for a transgender member's sex change surgery after the procedure was denied by his student health insurance plan.

The brothers of Phi Alpha Tau have received more than $16,000 in donations for Donnie Collins, 20, a sophomore pledge seeking female-to-male gender transition surgery to remove his breasts.

"It's been an amazing experience, these last few weeks," Collins said in a video (above) uploaded to YouTube on Monday. "My life has been absolutely changed by pledging this fraternity."

After his insurance company reportedly denied his claim for gender transition surgery, Collins' fraternity brothers banded together to help. They launched a pledge campaign Feb. 9 on IndieGoGo, a crowd-funding website, setting an initial goal of $4,800 -- later boosted to $8,000 -- to cover Collins' chest reconstruction.

"We care deeply about each and everyone, and rely on the entire active brotherhood to stand behind any one individual when they are in need," the participating brothers wrote on the IndieGoGo campaign page.

The Phi Alpha Tau brothers took in $2,000 in online donations in just over a week, Collins said in his YouTube video. By Tuesday, they were at $12,000, and the campaign crossed $16,000 Wednesday.

The campaign's managers announced Wednesday morning that they plan to donate all the excess cash to the Jim Collins Foundation, a group that "raises money to fund gender-confirming surgeries for those transgender people who need surgery to live a healthy life," according to the organization's website.

Collins came out as transgender while a student at a Windsor, Conn., boarding school, he told WHDH, an NBC affiliate in Boston.

"Coming out was a huge relief to me," Collins said.

"I knew right away that I wanted a name change, hormone replacement treatment" and gender reassignment surgery, he said.

Collins told WHDH that the procedure, which is scheduled for May, marks an important step in his gender transition.

"You're the one that puts your head down on the pillow at night," Collins said. "You have to be able to look in the mirror at yourself every day for the rest of your life. So, make choices for you first and then other people second."

Target's adjusted 4Q profit beats Street view

(AP) ? Target's fiscal fourth-quarter net income dipped 2 percent as it dealt with intense competition during the crucial holiday season. The retail chain's adjusted results beat analysts' estimates.

But Target's stock slipped 2 percent in premarket trading Wednesday as its gross margin - the amount of each dollar in revenue a company actually keeps - shrank and a key revenue figure posted only a modest increase.

Many had wondered how Target would do now that consumers are being squeezed by a 2 percent payroll tax increase that was rolled out last month. Burger King and Wal-Mart have already noticed a pull-back from the tax hike.

Aside from that, Target also faced the disappointment of its partnership with luxury merchant Neiman Marcus during the quarter. The pair of retailers rolled out a limited selection of products from 24 designers, including Oscar de la Renta and Diane von Furstenberg, on Dec. 1. But just weeks later Target was offering big discounts to clear the shelves of unsold merchandise.

During the critical shopping months of November and December Target embraced a number of different strategies, like matching the price of online competitors such as Amazon.com, Walmart.com, Bestbuy.com and Toysrus.com. It was an attempt to combat "showrooming," in which people use smartphones while they're in stores to look for cheaper prices online.

The holiday shopping period is critical for retailers, as it can make up as much as 40 percent of their annual revenue.

For the three months ended Feb. 2, Target earned $961 million, or $1.47 per share, for the period ended Feb. 2. That's down from $981 million, or $1.45 per share, a year earlier.

Removing certain items, earnings were $1.65 per share. That tops the forecast of analysts polled by FactSet for earnings of $1.47 per share.

Revenue climbed 7 percent to $22.73 billion from $21.29 billion. This met Wall Street's expectations.

"We're pleased with Target's fourth quarter performance, particularly in the face of a highly promotional retail environment and continued consumer uncertainty," Chairman, President and CEO Gregg Steinhafel said in a statement.

During the quarter, revenue at stores open at least a year edged up 0.4 percent. This figure is a key indicator of a retailer's health because it excludes results from stores recently opened or closed.

Gross margin fell to 27.8 percent from 28.4 percent partly because of markdowns on seasonal merchandise.

For the full year, the Minneapolis company earned $3 billion, or $4.52 per share. A year earlier it earned $2.93 billion, or $4.28 per share. Adjusted earnings were $4.76 per share.

Annual revenue increased 5 percent to $71.96 billion from $68.47 billion.

Target Corp. foresees first quarter adjusted earnings of $1.10 to $1.20 per share. Analysts predict earnings of $1.05 per share.

The chain's fiscal 2013 outlook is for adjusted earnings between $4.85 and $5.05 per share. Wall Street expects earnings of $4.87 per share.

Target has 1,778 stores across the U.S. Its stock fell $1.30, or 2 percent, to $62.75 before the market open.

Saving, Credit and Debt: Learning About Personal Finance

How can students learn to make informed decisions when it comes to saving money, using credit cards and taking on college debt?

In recognition of America Saves Week, we?ve put together a toolbox of activities to help students learn essential lessons about personal finance in these three areas.

For each, we start with tips from ?Money As You Grow,? a Web site created by the President?s Advisory Council on Financial Capability to provide children and families with straightforward financial advice. We then follow the tips in each category with classroom activities and related Times articles that can help students go further.


Saving Money

?Money As You Grow? Advice:

  • You should save at least a dime for every dollar you receive.
  • The sooner you save, the faster your money can grow from compound interest.
  • Your first paycheck may seem smaller than expected since money is taken out for taxes.

Classroom Activities and Related Times Articles:

1. Calculate Compound Interest. Read ?Investing: Money Plus (Lots of) Time Equals Excitement?, and then complete your own compound interest activity. Test out some numbers using this compound interest calculator, which explains the math involved, or this investor?s calculator. 3. Try Cutting Back. Read ?Cutting Back (but Not on Coffee!) To Save Money?, and then use the reviewed Web site to try your own cutting-back activity. How much money would you save if you stopped buying __________ every week? Is your weekly purchase worth the price in the long run?

4. Advise First-Time Job Holders. Read ?A Primer for Young People Starting Their First Job?, and then turn Mr. Lieber?s advice into a poster, pamphlet or social media campaign instructing teenagers and 20-somethings on how to navigate the confusing world of health insurance, taxes and retirement plans.

5. Teach Preschoolers About Money. Read ?Too Young for Finance? Think Again.? and have students create their own children?s books, fairy tales or dramatic sketches to teach preschoolers about personal finance based on the principles explained in the article: save, spend, share and earn.

6. Identify Your Own Attitudes Toward Money. We recently asked students, ?What Have Your Parents Taught You About Money?? Read our questions and post your response to think about the lessons and attitudes you?ve learned, directly or indirectly. How do you think these attitudes play out in your financial decisions now? Which are helpful and which do you think may be harmful to your long-term fiscal health? Why?

Credit Cards and Other Credit Tools

  • Using a credit card is like taking out a loan; if you don?t pay your bill in full every month, you?ll be charged interest and owe more than you originally spent.
  • You should avoid using credit cards to buy things you can?t afford to pay for with cash.
  • You should use a credit card only if you can pay off the money owed in full each month.

Channeling The Same Frequencies; Police Get $168K Grant for ...

For decades, police and firefighters in area towns have lived with radio communication inadequacies.

Some of those irritating problems will be resolved with the award of a $167,899 federal grant recently announced by the Central Region Homeland Security Advisory Council in Worcester.

The grant will enable seven local police departments to enhance radio communications with local public safety departments by purchasing 30 portable two-way digital radios. Each town will get four units and the state police dispatch center in New Braintree will receive two radios to retain for use by the other towns in case of a major regional emergency. ?

Cpl. Kevin M. Landine, a veteran of the Hardwick Police Department, came up with the idea to apply for the grant, which

will benefit police departments in Brookfield, East Brookfield, Hardwick, New Braintree, North Brookfield, Petersham and West Brookfield.

In a news release, Edward McNamara, chairman of the advisory council, said he was grateful to New Braintree Police Chief Bert DuVernay, Petersham Police Chief Dana Cooley and Cpl. Landine for their efforts in securing this grant.

Cpl. Landine said he was tipped off by a radio serviceman who maintains radios for his department that the new digital radios were coming out and that they would significantly help out local towns.

The immediate problem is that area police and fire departments are on different frequencies, making it tough to communicate.

?The Fire Department can talk with us, but they have to carry two radios or we have to carry two,? Cpl. Landine said.

He said the new Motorola APX 7000 digital portable radios will eliminate that nuisance.

West Brookfield Police Chief C. Thomas O?Donnell said these units will make a big difference in his town and

surrounding communities.

?They?re dual-use radios,? he said. ?They have not only the 800 megahertz (frequencies), which all the police departments have, but they also have the high band that all the fire departments are on; so in one radio, you have access to all of those frequencies.? He said that has never been the case before.

Cpl. Landine said this solves a serious glitch in his town. The new portables will enable the Hardwick Department, for example, to talk with neighboring Ware police on the portables.

?Currently we have mobile radios in our cars that can talk to Ware, but if we get out on a scene with them we can?t talk with them,? he said.

?It helps inter-operability beyond the scope of anything,? the corporal said. ?It?s huge. That?s why I?d love to get more of these radios for each town. They?re going benefit us with officer safety beyond belief.?

He said he originally asked for 15 radios for each town in the grant request, but the agency could not fund that. Each radio is worth nearly $6,000.

He said that over the years there have been many instances in area towns in which cruisers from nearby communities, either traveling toward each other or jointly responding to an emergency, were unable to communicate with each other. They had to relay messages through a dispatch facility capable of contacting each department.

Cpl. Landine wondered aloud why there isn?t a statewide system to predetermine the best regional frequencies that multiple neighboring towns could use and requiring public safety departments in those towns to purchase the applicable radios.

He said that despite these new portable radios, Hardwick will not be able to communicate with neighboring Barre, because that town recently bought radios using a different frequency.

?They went to 400 (megahertz.) That?s a whole other separate radio that we can?t even talk to them on now. That?s the problem with this,? he said, noting that ?everyone ? has their own system.?

He said a lot of the towns in the immediate area are fortunate to have a regional dispatch center provided by state police, which does provide an alternative way of communicating with other departments.

There also is a regional frequency for Worcester County that enables Hardwick to contact Barre though the Rutland dispatch center, but the whole system makes for an array of arrangements for police officers, especially new ones, to have to remember.

At the time of this interview, Chief O?Donnell of the West Brookfield department was still waiting for delivery of the four radios for his town.

?The radios have been purchased,? he said. ?They?re in. They are just waiting to get programmed.?

?It?s an excellent idea and a good use of the (grant) money,? Chief O?Donnell said.?

(AP) ? Workers at a dying French tire factory who have become the butt of American jokes staged a last-ditch protest on Tuesday to defy anyone ? plant owner Goodyear, prospective buyers, even the French government ? to try and take their jobs away.

They've been fighting for 62 months to keep the factory operating and prevent Goodyear from shifting work to China. But their efforts seem doomed as a labor model that features high wages, long vacations and short work weeks is increasingly being called into question amid a weak economy.

It's a growing problem across France, particularly as the Socialist government of President Francois Hollande is under pressure from the European Union and financial markets to focus on cutting debt, rather than trying to prop up loss-making industries.

The protests at the plant in the northern city of Amiens came after efforts to find a new buyer for the struggling factory fizzled. The most promising prospect, an American executive, sent a letter last week to the French government saying that the country's economic model is too worker-friendly and discourages investment.

The factory's closure was announced five years ago by Goodyear when workers refused to accept any layoffs. It will be at least 2014 before the French government intervention runs its course and the plant ultimately shuts down.

"I have visited that factory a couple of times. The French workforce gets paid high wages but works only three hours. They get one hour for breaks and lunch, talk for three and work for three. I told this to the French union workers to their faces. They told me that's the French way!" Maurice Taylor, the CEO of Titan tires, wrote to the French government official trying to find a buyer. "How stupid do you think we are?"

The stinging letter infuriated France's political class and even drew a rebuke from the director of Goodyear France, who insisted that the accusations against the workers he's trying to lay off were "unfair."

"It is logical that companies make money. It is their first goal. But at some point, they also must divide the wealth fairly," said Mickael Wamen, a union leader at the factory who organized Tuesday's protest.

Figures from the Organization for Economic Co-operation and Development show France has one of the highest rates of productivity ? measured as economic output per hour worked ? in Europe. In fact, it is close to that of the U.S.

But that productivity rate in France also costs more because of higher taxes for companies. As a result, analysts and politicians say France, the continent's second-largest economy after Germany, is rapidly losing its competitiveness.

For weeks now, French government officials have hinted, warned and then finally outright acknowledged that the country was going to miss its EU-mandated deficit targets, that unemployment was certain to rise even beyond the current 10.7 percent, and that drastic spending cuts were going to hit every city and town for years to come.

Hollande was blunt on Saturday as he warned both European authorities and the French that things would get worse before they improved.

"2013 will be marked by more unemployment," he said.

Stephen Lewis, chief economist for Monument Securities, said Hollande's options were dwindling fast and was relying on the EU's leniency on deficit targets. The EU expects France's budget deficit to be 4.6 percent of annual GDP in 2012, well above the bloc's 3 percent target.

"His short-term option is to try to persuade the EU authorities to give him more leeway. Then he'll be able to continue with his budgetary policies and not impose more austerity on what already is an austere situation," Lewis said. "The moment that the EU acknowledges France has a problem is the moment when we have a major euro crisis."

For Amiens, with an unemployment rate at 12.5 percent and rising faster than all but one region in France, the future is here.

"Our country ? like Europe in general ? is on the verge of a social explosion," said Wamen, the union leader. "These who don't listen to the people, who don't listen to the rising anger are, in my opinion, dangerous arsonists because I think we are on the verge of a social explosion."

For Peter Morici, a conservative economist at the University of Maryland, the French need to come to terms with the fact that both their own economic model and that of the European Union have failed them.

"If they cut spending the economy will start to shrink. If they don't cut spending, they will go bankrupt," he said. "The realization is emerging in Europe that Europe is not going to get better."

Morici said it's clearly too late for countries like Greece, Spain and even Italy, where this week's elections called into question the country's very ability to govern itself. And France is out of options, he added.

That realization appears to be sinking in already in Amiens, despite the workers' promises to sue Goodyear and Titan and find a way to keep the factory going.

After a brief protest in the morning, they took a few hours off in the middle of the day before staging another demonstration march. But by mid-afternoon, all but a few dozen of the workers had trickled away, and only a handful returned to the parking lot to burn tires. Those, at least, were easy to find.

Suspect in Las Vegas Strip shooting has criminal history

(Reuters) - The prime suspect in the slaying of an aspiring rapper who was shot and killed while driving a Maserati on the Las Vegas Strip has a long criminal history, with prior arrests on charges that include robbery, sexual assault and kidnapping, police said on Monday.

Four days after the shooting touched off a fiery pre-dawn crash at the heart of the Las Vegas Strip that also killed a taxi driver and his passenger, police said they were now seeking help from the public in finding 26-year-old Ammar Harris.

Authorities believe Harris is the man who opened fire from behind the wheel of a black Range Rover on Kenneth Wayne Cherry Jr., 27, early on Thursday at an intersection near several casino resort hotels.

Cherry, who performed under the name "Kenny Clutch," was mortally wounded and his sports car veered out of control, colliding with a taxicab in the intersection of Las Vegas Boulevard and Flamingo Road.

Killed in the cab when it exploded into flames were driver Michael Bolden, 62, and a passenger identified in local media reports as Sandi Sutton of Washington state.

At a news conference on Monday afternoon, police officials, who over the weekend identified Harris as their prime suspect, asked members of the public with knowledge of his whereabouts to come forward.

Las Vegas Metropolitan Police Lieutenant Ray Steiber said anyone "harboring" Harris or helping him elude a multi-state manhunt could face charges as well.

"We are utilizing every available resource at our disposal to locate and take into custody Mr. Harris. He's wanted for three murders," Steiber said.

Police have said there were several men in the Range Rover at the time of the shooting, but officials declined on Monday to discuss the other occupants of the luxury vehicle.

HARRIS CALLED ONLY GUNMAN

"We are confident that Ammar Harris was and is the only shooter on that night," Steiber said. "At this point Ammar Harris is the one responsible for the shooting and the murder of three individuals."

Steiber said no weapons were found in Cherry's silver Maserati and he did not return fire on the Range Rover.

"Right now, as far as we're concerned, Mr. Cherry, he's the victim of a murder and that's what we're focused on," he said.

Police officials said Harris has a lengthy criminal record that includes arrests for weapons and pandering charges. It was not immediately clear if any had resulted in convictions.

He is described as having several distinctive tattoos, including a large black-eyed owl on his neck and small heart on his upper right cheek.

The apparently brand new Range Rover, which sported paper dealer plates, has been impounded, but police have declined to say where it was found. Steiber said no guns were found inside.

Authorities say the shooting may have stemmed from a verbal altercation in the valet area of the Aria Resort and Casino a few blocks away on the Strip.

The incident took place less than a mile from where rapper Tupac Shakur was shot in September 1996 while riding in a BMW with Death Row Records co-founder Marion "Suge" Knight after the two men had attended a Mike Tyson boxing match.

Shakur, 25, was hit by gunfire from at least one assailant in a Cadillac while sitting in Knight's car at the intersection of Flamingo Road and Koval Lane and died six days later at a hospital. His murder remains unsolved.

Missed diagnoses common in the doctor's office

NEW YORK (Reuters Health) - Missed or wrong diagnoses are common in primary care and may put some patients at risk of serious complications, a new study suggests.

Although mistakes during surgery and in medication prescribing have been at the center of patient safety efforts, researchers said less attention has been paid to missed diagnoses in the doctor's office.

Because of how common they are, those errors may lead to more patient injuries and deaths than other mistakes, according to Dr. David Newman-Toker from Johns Hopkins University School of Medicine in Baltimore, who co-wrote a commentary on the new study.

"We have every reason to believe that diagnostic errors are a major, major public health problem," Newman-Toker told Reuters Health.

"You're really talking about at least 150,000 people per year, deaths or disabilities that are resulting from this problem."

For the new study, researchers used electronic health records to track 190 diagnostic errors made during primary care visits at one of two healthcare facilities. In each of those cases, the misdiagnosed patient was hospitalized or turned up back at the office or emergency room within two weeks.

The study team found the type of missed diagnosis varied widely. Pneumonia, heart failure, kidney failure and cancer each accounted for between five and seven percent of conditions doctors initially diagnosed as something else.

Most diagnostic errors could have caused moderate or severe harm to the patient, the researchers determined. Of the 190 patients with diagnostic errors, 36 had serious, permanent damage and 27 died, according to findings published Monday in JAMA Internal Medicine.

One of the difficulties in making an accurate diagnosis is certain common symptoms - such as stomach ache or shortness of breath - could be signs of a range of illnesses, both serious and not, researchers said.

"If you look at the types of chief complaints that these things occur with, they're fairly common chief complaints," said Dr. Hardeep Singh, who led the new study at the Houston VA Health Services Research and Development Center of Excellence.

"If somebody would come in with mild shortness of breath and a little bit of cough, people would think you might have bronchitis, you might have phlegm? and lo and behold they would come back two days later with heart failure," he told Reuters Health.

Most of the missed diagnoses were traced back to the office visit and the doctor not getting an accurate patient history, doing a full exam or ordering the correct tests, Singh's team found.

Cutting down on those errors may require changes in doctor training, for example. One thing patients can do, the researchers agreed, is come to the office prepared to give their doctor all of the relevant information about the nature and timing of their symptoms.

"I do think it's important for a patient to question or observe the doctor," Newman-Toker said. "Ask pointed questions: ?What else could this be? What things are you most concerned about?'"

In addition, he told Reuters Health, patients should "not just assume that once the diagnosis has happened the first time, that everything is said and done and that it's all over. You just can't have blind obedience to the doctor's diagnosis."

For example, Newman-Toker said, if people develop new symptoms or their symptoms worsen, they shouldn't assume everything is fine because their doctor initially diagnosed something not serious.

Patients should understand there is some uncertainly involved in a diagnosis, Singh said, especially because symptoms and conditions can change over time.

"We need to get patients more engaged in the conversation with the providers," he said. "I think the main message is: how do we effectively (make diagnoses) together?"

NFL combine: Can teams trust Manti Te'o?

INDIANAPOLIS ? The most anticipated and attended news conference in the 27-year history of the NFL scouting combine ended with a thank-you.

Yes, that's right, the Notre Dame linebacker/unwitting participant in a "Catfish" hoax thanked us, his family, his university and all of his supporters for helping him through this uniquely trying time. No hints of anger, bitterness, frustration or annoyance.

How can you not like a guy like that?

If Te'o wanted to convince the public that he's a sincere, grounded young man, he accomplished that objective during a 14 1/2-minute, no-holds-barred Q-and-A on Saturday with about 200 media members who staked out their spots as if positioning themselves for a rock concert (or a free meal).

This was Te'o's first group interview since the bizarre story of his virtual girlfriend came to light in mid-January, and he handled it with aplomb. Of course, the greater challenge is to convince NFL teams that he's the high-character person we all thought he was before Deadspin broke the story that shrouded Te'o in doubt.

"They want to be able to trust their player," Te'o acknowledged. "You don't want to invest in somebody you can't trust. ... I understand where they're coming from."

When he spoke to the media at 2:15 p.m. ET on Saturday, Te'o had met with two teams formally: Green Bay and Houston. He said he had 18 more interviews to go.

Other teams had met with him informally, and every single one had asked about the incident, as you'd expect. The amount of time spent on it varied.

Relatively speaking, what Te'o did ? falling victim to a hoax, then embellishing the story through the media ? was benign. He didn't commit any crimes. He didn't break any laws. He didn't disparage any groups of people.

(Shortly after Te'o spoke, Georgia linebacker Alec Ogletree appeared at the same podium. Maybe one-fourth as many reporters showed up to grill him about his arrest for DUI earlier this month.)

But Te'o's actions generated an unhealthy dose of skepticism among the people who matter most ? his potential employers.

San Francisco coach Jim Harbaugh had said earlier in the week that he couldn't trust someone who wasn't truthful. Not that any other coach would cite Judge Judy as his inspiration, as Harbaugh did, but his sentiment was representative of the way the rest of the league's decision-makers feel.

"When you lie in Judge Judy's courtroom, it's over," Harbaugh said. "Your credibility is completely lost. You have no chance of winning that case. So I learned that from her. It's very powerful, and true. Because if somebody does lie to you, how can you ever trust anything they ever say after that?"

Harbaugh then was asked if that made Te'o undraftable. Harbaugh said it wouldn't, perhaps an indication that the incident won't affect Te'o's draft stock as much as some believe, if at all. (Of course, it's easy for Harbaugh to say ? the 49ers are set at inside linebacker.)

The bigger issue for NFL teams might be Te'o's poor performance in the BCS title game against Alabama. After a stellar season in which he was runner-up for the Heisman Trophy, Te'o missed multiple tackles in Notre Dame's lopsided loss. He looked nothing like the first-round pick he was projected to be at the time.

Was Te'o distracted by his chaotic personal life, which few knew about at the time? Or did the Crimson Tide, loaded with NFL-bound players, expose him?

To his credit, Te'o made no excuses Saturday. "That's all on me," he said of his struggles against Alabama.

Unfortunately, the episode hasn't affected only Te'o. He said the toughest moment was receiving a phone call from his sister, who told him their family had to sneak into their house because so many reporters were camped outside. Te'o said he felt frustrated because he couldn't do anything to help them, embarrassed because he had besmirched the family name.

"You treasure your last name," Te'o said. "That's what you hold dear. To see your last name everywhere and know I represented my family and all my cousins and aunties and uncles ..."

Given his family's suffering, no one would blame Te'o if he sued Ronaiah Tuiasosopo, the perpetrator of the hoax. But that's not Te'o.

"That's the worst thing you could do," he said. "Both families are going through chaos."

So what's Te'o's approach? To forgive.

"If you forgive," he said, "you'll get the majority of the blessings."

Te'o can only hope at least one NFL team sees it the same way.

USC center Khaled Holmes (Mater Dei High) was unable to work out Saturday after injuring a pectoral muscle during the bench press Friday. However, Holmes said the injury was "just a strain" and that he would be fine. USC's pro day is March 27.
