Sounds crazy, but it prompted a statement from an IOC spokesperson, urging fans to restrict their mobile use around the Olympic events.

PHILADELPHIA (AP) ? Talk show host Stephen Colbert's foray into children's books has landed him alongside some exalted literary company.

A playful new exhibit at the Rosenbach Museum & Library pairs priceless material by James Joyce and Maurice Sendak with, um, perhaps less valuable items used by Colbert to write "I Am A Pole (And So Can You!)."

Colbert's pens, beer bottles and lunch remnants are certainly not the usual fare for the Rosenbach, the Philadelphia institution that houses the only complete manuscript of Joyce's "Ulysses."

But museum officials say the display reinforces their mission to engage and inspire visitors with collections that include papers from Lewis Carroll, Bram Stoker and Miguel de Cervantes.

"If I can do that by having Stephen Colbert make a joke about 'Ulysses,' why not?" said Rosenbach director Derick Dreher.

The story began in January after Colbert, host of the satirical "Colbert Report" on Comedy Central, aired an interview with Sendak, best known as the author and illustrator of the children's book "Where the Wild Things Are."

Colbert brought along a draft of his own story about a metal pole searching for its identity. Should it be a totem pole? Ski pole? Pole vault? The epic journey ends with ? spoiler alert! ? the main character becoming a flag pole.

"The sad thing is, I like it," Sendak said with a laugh after hearing an excerpt.

That blurb is now featured on the book's cover. Sendak, however, died in May ? coincidentally, on the same day "I Am A Pole" was published.

Sometime after the interview, Dreher said, a producer for Colbert visited the Rosenbach, which is also the repository for more than 10,000 pieces of Sendak's work. A serendipitous encounter with a curator led to the idea for "Maurice Sendak and Stephen Colbert: Interviews, Objects . and Poles!"

The exhibit, on view through Nov. 11, includes Colbert book drafts, sketches by illustrator Paul Hildebrand, two Bud Light Lime bottles, a crumpled paper bag, a turkey sandwich receipt and a rhyming dictionary.

It also contains drawings of poles made by Colbert and Sendak during their interview, as well as illustrated poles from Rosenbach copies of "Moby Dick" and "Don Quixote." And, of course, part of the "Ulysses" manuscript is featured.

While noting Joyce probably would not be happy to see his acclaimed novel in the company of "I Am A Pole," Dreher made some tongue-in-cheek observations of similarities between the two books: Both are odysseys of self-discovery, and each makes references to shaving.

Colbert could not be reached for comment for this story. But he highlighted his new connection to "Ulysses" in a July segment called "Who's Honoring Me Now."

"So congratulations, America, because now my manuscript ... is officially enshrined in its rightful place, side-by-side with the former greatest book of all time," Colbert quipped.

The next day, Dreher said, Colbert devotees descended on the Rosenbach, which is located in a pair of brick townhouses in the tony Rittenhouse Square neighborhood.

"It's been great fun for us," Dreher said. "Colbert has such rabid fans, and I mean that as a compliment."

State radio systems upgrade could cut regional dispatchers out of ...

Regional dispatchers are worried they will be out of the communications loop after state public safety departments such as state police, warden and forestry services and marine patrol upgrade their radio communication systems from analog to digital.

The upgrade for the state departments, known as the MS Comnet project, carries a price tag of about $55 million, and when it is done will allow state public safety officials from Kittery to Madawaska to communicate via radio, according to Jim Ryan, executive director for Penobscot County Regional Communications.

But regional dispatch centers will need to upgrade to digital systems to hear the new transmissions.

And Ryan said when the state originally went out to sell the upgrade to legislators and community officials they proposed an analog system. In anticipation, Penobscot County purchased analog equipment to coordinate with the state, the state announced they were going digital, he said.

He said it would cost $500,000 for Penobscot County to acquire new equipment that would be compatible with the state system.

Knox County Regional Communications Center Director Linwood Lothrop also expressed similar concerns about the new state radio system and said it would make it more difficult for county dispatches to keep track of what is going on with state units.

Lt. Col. Raymond Bessette of the Maine State Police said the digital upgrade has been necessary for years to meet capacity needs for state emergency personnel.

The upgrade will allow many more radio frequencies that will serve emergency responders when they respond to escalating situations.

Bessette said the state asked the vendor for the radio upgrade to allow its county and municipal partners to hear the state radio communications and that will be done.

The public will also be able to follow the radio communications, although they will need to purchase digital scanners, he said.

Now, researchers at the RIKEN Advanced Science Institute have created the world's first transistor that harnesses this unique property. Described in a paper in Nature, the device uses an electric-double layer to tune the charge density on the surface of vanadium dioxide (VO2), a well-known classical strongly-correlated material. Thanks to the strong correlation of electrons and electron-lattice coupling in VO2, this surface charge in turn drives localized electrons within the bulk to delocalize, greatly magnifying the change of electronic phase. A potential of only 1 V, they show, is enough to switch the material from an insulator to a metal and trigger an astounding thousand-fold drop in resistance.

The electronic phase, however, is not the only thing that changes in this insulator-to-metal transition: using synchrotron radiation from RIKEN's SPring-8 facility in Harima, the research group analyzed the crystal structure of the VO2, showing that it, too, undergoes a transformation, from monoclinic to tetragonal structure. Electric-field induced bulk transformation of this kind is impossible using conventional semiconductor-based electronics and suggests a wide range of potential applications.

First released over sixty years ago to little fanfare, the transistor has had a dramatic impact on our daily lives, powering the electronic devices we use every day. The new switching mechanism takes this first discovery to a new level, demonstrating that a very small electric potential is enough to control macroscopic electronic states and offering a new route to controlling the state of matter.

Ramirez's HR in 10th lifts Dodgers over Giants 5-3

SAN FRANCISCO (AP) ? Hanley Ramirez's daily chats with hitting instructor Manny Mota are already paying big dividends for the Dodgers.

Now it's even more clear why the Los Angeles front office didn't flinch when pursuing a deal for the high-priced slugger this week.

Ramirez hit a two-run homer in the 10th inning and the Dodgers beat the San Francisco Giants 5-3 on Friday night in a matchup of the top two teams in the NL West.

"It's why I'm here," Ramirez said. "Manny Mota spoke to me and told me, 'Don't try to do too much. Just do what you know how to do.' Every day he comes and talks to me. I have a lot to learn from him."

Two days after being acquired from Miami in a trade meant to boost the Dodgers' offense and playoff hopes, Ramirez went hitless in his first four at-bats against the Giants before homering to left-center on an 0-1 pitch from reliever Sergio Romo (3-2).

Ramirez's 15th home run of the season extended a stellar start to his Los Angeles career. The infielder slugger had three hits in the first two games with his new club and is batting .364 since the trade from the Marlins.

"Just another lethal bat in our lineup," catcher A.J. Ellis said. "That ball was crushed."

Ramirez also made a potential run-saving play in the field when he dove into foul territory to catch a throw from rookie pitcher Stephen Fife for a forceout following Matt Cain's attempted sacrifice bunt in the fourth.

It was exactly the type of performance manager Don Mattingly hoped for from Ramirez after the third baseman had some issues in Miami.

"Hanley's an intelligent guy," Mattingly said. "He's been easy to deal with."

Andre Ethier, who walked ahead of Ramirez's home run, had two hits and scored twice to help pull Los Angeles within two games of first-place San Francisco.

The Giants, looking to bolster their light-hitting offense, obtained veteran infielder Marco Scutaro from Colorado in a deal that was announced during the game.

"It's no secret we're looking for experience and depth," San Francisco general manager Brian Sabean said.

Even with their offense sputtering, the Giants didn't go quietly.

Kenley Jansen gave up back-to-back singles to Melky Cabrera and Buster Posey to open the bottom of the 10th. Jansen struck out the next two batters and then got Joaquin Arias to fly out for his 20th save.

"We needed that win," Ramirez said. "We have a couple months left and we're just going to go out there and keep winning series."

James Loney and Juan Rivera had two hits apiece for the Dodgers, who beat the Giants for the third time in seven games this season.

Shawn Tolleson (1-0) pitched one inning for his first major league win.

Los Angeles needed this one after getting shut out in three consecutive games here earlier this season.

The Dodgers got a stellar outing from rookie starter Stephen Fife and just enough from the bullpen until Ramirez's heroics in the 10th.

Fife was called up from the minors before the game to make his second career start and pitched into the seventh inning. He also helped end the Dodgers' 38-inning scoreless streak at AT&T Park when he doubled off Cain in the fifth for his first career hit.

Jerry Hairston Jr. followed with an RBI double and scored on Mark Ellis' single to give Los Angeles a 2-1 lead.

Before that the Dodgers had not scored at the Giants' waterfront ballpark since Sept. 11, 2011, including a series sweep earlier this season.

Los Angeles got to Cain again in the sixth when Ethier hit a leadoff double and scored on Loney's single.

Cain allowed three runs and nine hits over seven innings. The All-Star right-hander, who struck out two and didn't walk anyone, has only one win over his last six starts and was on the hook for the loss until San Francisco scored twice in the eighth.

Cabrera singled and went to third on Angel Pagan's one-out double. Brandon Belt followed with his third hit, a looping single to center that drove in two and tied the game at 3.

The Giants' biggest problem isn't their pitching, however. That's why they made the deal for Scutaro. He was hitting .271 with four home runs and 30 RBIs in 95 games for the Rockies.

Legal Sanction that may arise due to the use of Building prior to Obtain

Under Article 1 number 16 of Local Regulation of DKI Jakarta Number 7 of 2010 on Building (?LR No. 7/2010?), Certificate of Feasible Function (?SLF?) is a certificate which is granted by Local Government against the building that has been completed and has met the requirement of feasibility function based on examination?s result of building?s feasibility function as a requirement to be utilized.

Under Article 237 paragraph (1) of LR No. 7/2010, any person prior to utilization of building shall have SLF. SLF is granted to building which has been completed, met the requirement of reliability and feasibility function of building, and its use function has to comply with Building Construction License (?IMB?).

Legal sanction that may arise if using the building prior to obtain SLF is regulated in Article 283 paragraph (2) of LR No. 7/2010, as follows:

?Every building owners, building users, service providers of building construction who violate the provisions on Article 13 paragraph (3), Article 15 paragraph (1), Article 124 paragraph (3), Article 183 paragraph (1), Article 186 paragraph (4), Article 188 paragraph (1), Article 191, Article 192, Article 195, Article 231 paragraph (1), Article 237 paragraph (1), and Article 245 paragraph (1) are punished with a maximum confinement of 6 (six) months or a maximum fine of Rp 50,000,000 (fifty million Rupiah).?

In the criminal provision, there is an article which is related to SLF, namely Article 237 paragraph (1). Therefore, it can be concluded that any building owners, building users, service providers of building construction who do not have SLF when utilizing the building, shall be punished with a maximum confinement of 6 (six) months or a maximum fine of Rp 50,000,000 (fifty million Rupiah).

Ever since Darwin first published The Origin of the Species, scientists have been striving to identify a last universal common ancestor of all living species. Paleontological, biochemical, and genomic studies have produced conflicting versions of the evolutionary tree. Now a team of researchers, led by a professor at the State University of New York at Buffalo and including area high school students, has developed a novel method to search the vast archives of known gene sequences to identify and compare similar proteins across the many kingdoms of life. Using the comparisons to quantify the evolutionary closeness of different species, the researchers have identified Actinobacteria, a group of single membrane bacteria that include common soil and water life forms, as the base of the evolutionary tree. They will present their findings at the annual meeting of the American Crystallographic Association (ACA), held July 28 Aug. 1 in Boston, Mass.

"Today the gene banks are enormous. They contain more than 600,000 genes from the genomes of more than 6,000 species," says William Duax, a physical chemist and lead researcher on the team. However, many of the gene sequences, and the proteins they encode, are not systematically identified. Proteins that are structurally similar and perform the same function could be labeled with different numbers that obscure the fact that they belong to the same protein family. "Our first challenge is to make sure that we are comparing apples to apples and oranges to oranges," says Duax.

Duax and his team have developed efficient ways to search through the gene banks looking for all copies of the same family of protein. They concentrated their efforts on proteins that are found on the surface of cell components called ribosomes. The ribosomal proteins are among the most accurately identified proteins, and because they are not transferred between individuals independent of reproduction, are good candidates for tracing the evolution of all species.

Ribosomal proteins in the same family twist into the same shape. The sequence of amino acids in a protein determines what 3D structure it folds into and Duax and his colleagues identified patterns that marked specific types of turns. They used these marker sequences to identify and almost perfectly align the proteins, similar to the way you could use five points to identify the shape of a star and align its orientation to match other star shapes.

Structurally aligning the proteins allowed the researchers to easily spot small differences that indicate organisms belong on different branches of the evolutionary tree. For example, a single amino acid difference in one ribosomal protein separates bacteria with one cell membrane from those with two.

At the ACA meeting, the researchers will present the results from the analysis of two different ribosomal protein families, called S19 and S13. Duax will present the analysis of protein S19, while high school student Alexander Merriman will present analysis of protein S13. Merriman joined Duax's lab through a scientific mentorship program designed to give teenagers hands-on experience with cutting-edge research. "They are enthusiastic researchers and do great work," Duax says of the students he welcomes into his lab each Friday.

Both analyses point to Actinobacteria as the last universal common ancestor. This agrees with previous work done by the group on proteins named S9 and S12.

The researchers will continue to search for more evidence to add to their developing picture of the evolutionary tree. The group plans to analyze additional proteins, as well as DNA and RNA. "We are applying a systematic approach to make sense of a sometimes messy gene bank," says Duax.

New Tonto, familiar feelings for Native Americans

SEATTLE (AP) ? Gyasi Ross grew up decades after the "Lone Ranger" aired on TV, but his friends would still call him "Tonto" when they teased him.

"Everybody understands who Tonto is, even if we hadn't seen the show, and we understood it wasn't a good thing," said Ross, a member of the Blackfeet Nation in Montana who lives and has family in the Suquamish Tribe, outside Seattle. "Why else would you tease someone with that?"

The making of a new "Lone Ranger" Disney movie, and the announcement that Johnny Depp is playing sidekick Tonto, have reawakened feelings about a character that has drawn much criticism over the years as being a Hollywood creation guilty of spreading stereotypes.

The film is still in production, but Native American groups have been abuzz about it for months, with many sharing opinions online and in a national Native publication running an occasional series on the topic.

Some Native Americans welcome the new movie, slated for release next summer. Parts were filmed on the Navajo Nation with the tribe's support, and an Oklahoma tribe recently made Depp an honorary member.

But for others, the "Lone Ranger" represents a lingering sore spot ? one that goes back to the 1950s television version of Tonto, who spoke in broken English, wore buckskin and lacked any real cultural traits.

Depp's role attracted particular attention in April when producer Jerry Bruckheimer tweeted a picture of the actor in his Tonto costume. He had on black and white face paint, an intense gaze, a black bird attached to his head and plenty of decorative feathers.

"The moment it hit my Facebook newsfeed, the updates from my friends went nutso," wrote Natanya Ann Pulley, a doctorate student at University of Utah, in an essay for the online magazine McSweeney's.

For Pulley and her friends, the portrayal of Native Americans in Western movies is getting old.

"I'm worried about the Tonto figure becoming a parody or a commercialized figure that doesn't have any dimension or depth, or consideration for contemporary context of Native Americans," she said.

But Native Americans are far from a monolithic group, and many are opening their arms to the new movie. Some are just excited to see Depp take the role.

In New Mexico, where some of the movie was filmed, the Navajo presented Depp, his co-star Armie Hammer, director Gore Verbinski and Bruckheimer with Pendleton blankets to welcome them to their land. Elsewhere, the Comanche people of Oklahoma made Depp, one of Hollywood's most bankable stars, an honorary member.

"In my niece's mind, I met Jack Sparrow," said Emerald Dahozy, spokeswoman for Navajo President Ben Shelly and a member of the Navajo group who met with Depp. "My personal view, I like him playing in a character which he can embody well."

Dahozy said the "Lone Ranger" production brought something more palpable to the reservation: money. The actors and the large crew lived on Navajo land, eating at local restaurants and staying in towns that rely heavily on tourism.

American Indians aren't the only ones conflicted about the character of Tonto, which means "dumb" in Spanish. For Mexican Americans who grew up in the Southwest, the character draws up memories of one of the first dark-skinned heroes in popular culture and anger over a white man calling a brown-skinned person "dumb," said Rosa-Linda Fregoso, author of "Bronze Screen: Chicana and Chicano Film Culture" and a Latino Studies professor at the University of California, Santa Cruz.

"I remember rooting for him as a kid, but even I was a little bit offended as a child," said Fregoso. "For a grown white man to call someone 'Tonto' meant that you were less than human, not fully human or childlike."

In fact, Tonto's character has historically been called "Toro," which means "bull," in Spanish-language versions of early films, and Spanish language stories about Depp's role in the new film refers to his character as "Toro."

Disney representatives declined to comment, but Depp has said the film will be a "sort of rock 'n' roll version of the Lone Ranger" with his Tonto offering a different take from the 1950s show.

Cheyenne and Arapaho filmmaker Chris Eyre is willing to give the actor a chance.

"Based on Johnny Depp as an artist, and him going all the way and making this film happen, in my book (he) deserves some credit," Eyre told Indian Country Today for its occasional "Tonto Files" series. "He wants to change the view of Tonto, and he put his reputation and his career on the line."

The "Lone Ranger" began on the radio in the 1930s. Tonto was played by an actor of Irish descent, according to the Lone Ranger Fan Club.

The show rocketed in popularity and made a seamless transition to television, running on ABC from 1949 to 1957. In 2003, a TV reboot flopped. That version featured a First Peoples actor from Canada playing Tonto.

But the 1950s portrayal of Tonto by Jay Silverheels, a Canadian Mohawk First Nations member, is by far the most recognized.

He spoke in pidgin and was the loyal partner of the crime-fighting ranger, often bailing out the masked avenger from treacherous situations.

"Here hat. Me wash in stream. Dry in sun. Make whiter," Tonto says in an early episode setting up his relationship with the Lone Ranger. "Here gun to kill bad men."

That Tonto has been criticized as being generic and subordinate ? a character with no individuality and no life beyond helping the Lone Ranger.

Tex Holland, executive director of the 600-member Lone Ranger Fan Club, defended the portrayal.

"I felt the Indians had their own language and in doing so, anyone learning the language is going to speak it broken, whether the person is from Japan or Mexico," Holland said. "I did not look down on him. All of us thought that's the way the Indians at that time communicated with us. Did we speak Indian fluently? We'd speak it broken it too."

Holland and his fellow fans, however, were taken aback by Depp's new look.

"Yuck. I can't believe that he's wearing a crow on his head. And he's looking like some type of medicine man," Holland said. "Disney chose (Depp) for one thing: box office draw."

Reportedly costing more than $200 million, plus yet-to-be-added marketing costs, Disney's "Lone Ranger" is the type of film that can make or break a studio's summer. It's already been plagued with budget woes. The movie's release date in 2013 was recently pushed back a month.

Having Depp in the cast assures more eyeballs will be on the screen. Depp led the "Pirates of the Caribbean" franchise and anchored "Alice in Wonderland." Three of those movies surpassed the rare billion-dollar mark at the worldwide box office.

Back on Suquamish land, Ross doesn't mind having Depp as Tonto. In fact, the 36-year-old said he would have been more troubled had a Native American taken the role, knowing its history.

But he's worried the movie, which certainly will attract a large audience, will cement a stereotype for years to come because Hollywood doesn't make many movies with Native American protagonists. The popular ones stick in people's minds.

The first "Lone Ranger" did that, as did "Dances with Wolves" decades later, said Ross, an attorney who also writes a column for Indian Country Today.

"I'm not sure how much redefining I'm going to expect, not sure how much of the movie will be something I can show my son," he said.

POLICING ON TRIAL: How Do We Get Justice? | Defend the Right to ...

The outcome of PC Harwood?s trial has been met with an outpouring of anger. Ian Tomlinson died on 1st April 2009 after being struck by PC Harwood, yet the loved ones of Ian had to wait just over three years to see PC Harwood in court, after an inquest last year found Ian had been unlawfully killed. Harwood?s acquittal is in a context of 1,433 people in England and Wales dying in police custody or following other police contact since 1990. Not one police officer has been convicted for one of these deaths.

Sean Rigg is another of these 1433 deaths, whose inquest is ongoing. Sean Rigg died on 21st August, 2008, yet only in 2012 has an inquest begun, nearly 4 years later, after his family have tirelessly campaigned as part of ?Sean Rigg Justice & Change?.

Smiley Culture died during a police raid of his home, yet the IPCC ruled there was no evidence to pursue a case against the police nor were the family even allowed to see the final, full report of Smiley?s death.

These cases all highlight the hard fight faced by those trying to hold officers to account for their actions.

Alfie Meadows, for example, who suffered a brain haemorrhage after he was struck on the head with a police baton on a student demonstration in 2010, yet he is the one being criminally prosecuted and is still awaiting a retrial for violent disorder.

We saw in the aftermath of the student protests in 2010, as well as the August riots, the speed at which the government insisted those responsible for damaging property must be held accountable and were dragged through the courts, many given exceptionally disproportionate custodial sentences.

Yet violent police tactics during the demonstrations of 2010 remain unquestioned, police racism is ignored and deaths in police custody or as a result of police contact, including that of Mark Duggan whose death sparked the riots last summer, remain unaccountable.

Many have bravely taken on the police in the court rooms in a variety of contexts and circumstances. So what happens when policing is put on trial? Can the police ever be held accountable or do they effectively have a license to kill?

This forum will provide forum for discussion of these issues and how we can organise to strengthen support for those fighting of justice.
