Fewer than half of Arab leaders attend Iraq summit

BAGHDAD (AP) ? Fewer than half the leaders of the Arab world showed up at an Arab summit in Baghdad on Thursday, a snub to the Iraqi government, but the leaders agreed on an appeal to Syria's regime to stop its bloody crackdown on opponents..

As the summit opened in a former palace of ousted Iraqi dictator Saddam Hussein, the powerful Sunni monarchs of Saudi Arabia, Qatar, other Gulf nations and Jordan and Morocco were absent.

The only ruler from the Gulf to attend was the emir of Kuwait, Sheik Sabah Al Ahmad Al Sabah, whose attendance was significant because Saddam Hussein invaded Kuwait in 1990 and occupied it for nearly seven months before a U.S.-led coalition drove his army out. Relations between the two neighbors have been fraught with tension since and even after Saddam's 2003 ouster. Sheik Al Sabah's attendance should cap recent improvement in relations.

The one-day summit ended with a call on Syria's embattled regime to "immediately implement" proposals put forward by joint U.N.-Arab League envoy Kofi Annan to end the deadly year-long conflict. The summit's final communique said that the Arab leaders fully support the "legitimate aspirations of the Syrian people to democracy and freedom and their right to determine their future."

The plan calls for Damascus to immediately stop troop movements and use of heavy weapons in populated areas and to commit to a daily two-hour halt in fighting to allow humanitarian access and medical evacuations. It includes a full cease-fire to be supervised by the U.N. so that all parties can discuss a political solution.

In his first comments on Annan's plan, Assad says Syria will "spare no effort" to ensure the mission's success, according to the state news agency. Assad said Annan must also get a commitment from armed groups to cease their "terrorist acts" against his government.

Speaking at the post-summit news conference, Arab league chief Nabil Elaraby suggested that the Annan plan was Assad's last chance for a diplomatic solution to the conflict, which the U.N. says has killed at least 9,000 people.

"Assad was given more than one chance. The issue is now with the United Nations and the Security Council," said Elaraby. "The ball is now in Syria's court. It will have to act positively."

One reason for the absences was the Gulf leaders' deep distrust of Iraq's Shiite-dominated government, which they believe is a proxy for Iran. In unusually direct remarks, Qatar's prime minister said the lower representation was to protest what he called the Baghdad government's marginalization of Iraq's Sunni Muslim minority.

Another reason was the bitterness surrounding the main issue hanging over the summit ? the conflict in Syria ? on which Iraq has taken an ambivalent stand.

Iraq's foreign minister, Hoshyar Zebari, remained upbeat. He told a news conference at the end of the summit: "We are very comfortable with the level of representation considering the present conditions (in Iraq). The most important thing is that all Arab states participated. It was a historic summit."

He , however, reacted angrily when asked about the representation of Saudi Arabia and Qatar by their ambassadors to the Arab League in its Cairo headquarters.

"We are not concerned, we are not bothered as long as they came."

Arab leaders in the Gulf want tough action to stop the Syrian regime's bloody crackdown on the opposition, with their eye on ultimately bringing down President Basher Assad. If Assad goes, they hope, they can break Sunni-majority Syria out of its alliance with Iran. However, Iraq, which also has close ties to Iran, has resisted any strong measures by the Arab League on Syria, with Zebari saying he was opposed to foreign intervention there.

The summit is the first held by the 22-member League since the Arab Spring revolts began sweeping through the region more than a year ago. The turmoil forced the cancellation of last year's summit. Since then, four perennials of the summit have been swept from the scene ? Egypt's Hosni Mubarak, Yemen's Ali Abdullah Saleh, Tunisia's Zine El Abidine Ben Ali and Libya's Moammar Gadhafi.

The new leaders of Tunisia and Libya were among the 10 heads of state who attended, but Egypt and Yemen sent lower-level figures, a reflection of the domestic turmoil still roiling those nations.

The summit will also be remembered for an extraordinary precedent. Iraqi President Jalal Talabani became the first non-Arab to chair an Arab League summit. Talabani, a Kurd who speaks fluent Arabic and is well versed in Arab culture, has been a father figure to Iraqis since the ouster of Saddam Hussein in 2003, often acting as a unifier between the nation's rival ethnic and religious factions.

Another Iraqi Kurd, Foreign Minister Zebari, chaired Wednesday's foreign ministers' meeting.

Iraq had hoped that hosting the summit ? its first Arab summit since 1990 ? would herald its return to the Arab fold after two decades of isolation. But the absences and the ability of militants to launch attacks despite a massive security operation ? a mortar hit an area not far from the summit's venue as the meeting started ? suggest that Iraq may still have some way to go before it could fully return to normalcy and reintegrate into the Arab world.

Qatar's Prime Minister Sheikh Hamad Bin Jassem Bin Jabr Al Thani, also the country's foreign minister, told Al-Jazeera late Wednesday that his own nation's low level of representation was a "message" to Iraq's majority Shiites to stop what he called the marginalization of minority Sunnis.

Majority Shiites have dominated Iraq since the 2003 ouster of Saddam Hussein, a Sunni. The nation's once powerful Sunnis complain that the Shiite-led government of Prime Minister Nouri al-Maliki is concentrating power in the hands of the Shiites. There is a growing desire by Sunni-majority provinces to win autonomy as a way to escape Shiite domination.

Tens of thousands of Iraqis died in the sectarian violence that began shortly after Saddam's ouster but peaked in 2006 and 2007. Tension continues to simmers to this day, with occasional attacks by Sunni militants against Shiites and crackdowns on Sunni areas by the Shiite-led security forces.

"Qatar wants the Iraqi government to resolve this in a way that unites the Iraqi people and gives everyone their rights through a dialogue involving all parties," said the Qatari prime minister.

Relations between Iraq and the Gulf Arab nations have also been tense over criticism by Shiite Iraqi politicians and clerics of Bahrain's crackdown on Shiite protesters the past year. The demonstrators seek more economic opportunity and an end to what they see as discrimination by the Sunni ruling family.

Al-Maliki on Wednesday met with Bahrain's foreign minister on the sidelines of the summit. Foreign Minister Zebari later told reporters that Bahrain would not be on the summit's agenda, a decision that appeared to be a concession by the hosts.

The flood of condemnations and denouncements of the Syrian regime in the opening session of the summit could only reinforce their view that it may be too late for diplomacy to bear fruit in Syria.

The Gulf nations, particularly Saudi Arabia and Qatar, have been pushing behind the scenes for more assertive action to end the conflict. Privately, they see little benefit in the Arab League's efforts to reach a peaceful settlement and prefer instead to see a small core of nations banding together to act on their own.

Among the options they are considering are arming the Syrian rebels and creating a safe haven for the opposition along the Turkish-Syrian border to serve as a humanitarian refuge or staging ground for anti-regime forces. Such a step would require help from Turkey ? the country best positioned to defend such a safe haven ? but so far Ankara has seemed reluctant.

Alicia Silverstone chews son's food for him

Many parents post videos of themselves feeding their young children. But actress Alicia Silverstone went one step further.?A video, posted to YouTube on March 20, shows her feeding her now?11-month-old son, Bear Blu, by chewing food and passing it directly into his mouth from hers.

The "Clueless" star also posted the video on her site, "The Kind Life,"?which is an offshoot of her bestselling vegan cookbook, "The Kind Diet."

"I just had a delicious breakfast of miso soup, collards and radish steamed and drizzled with flax oil, cast iron mochi with nori wrapped outside, and some grated daikon," Silverstone wrote.?"I fed Bear the mochi and a tiny bit of veggies from the soup ... from my mouth to his. It?s his favorite ... and mine. He literally crawls across the room to attack my mouth if I?m eating. This video was taken about a month or 2 ago when he was a bit wobbly. Now he is grabbing my mouth to get the food!"

Not everyone reacted positively to Silverstone's method of feeding her son.

"She's an adorable mother, with a cute kid? but this video is still weird as hell," said one comment on?YouTube.

But on Silverstone's site, reader Kate Kelly posted, "Alicia, I had never thought of this before but it's the cutest way of feeding your baby! I have a 7 month old and I think I will try this method ... she is always trying to lick my mouth anyways might as well give her a reward!"

Fox News asked?medical and nutritional experts what they thought of the feeding method. "It doesn't seem like a hygienic practice," one doctor told the site.

What happens on the day before a colonoscopy may be just as important as the colon-screening test itself.

Gastroenterologists at Washington University School of Medicine in St. Louis have found that when patients don't adequately prep for the test by cleansing their colons, doctors often can't see potentially dangerous pre-cancerous lesions.

Reporting in the journal Gastrointestinal Endoscopy, the researchers say that doctors often missed at least one pre-cancerous growth in about one-third of patients who did not properly prepare for their colonoscopy. Those polyps and other markers of cancer risk were only discovered months later when patients had their next colonoscopy.

Although several studies have found that up to a quarter of colonoscopy patients don't prepare adequately for the test, the new study is the first to point out the potential consequences of poor bowel preparation in outpatients at average risk.

"Because so many of the patients had a follow-up screening less than a year after the initial test, we strongly suspect that most of the pre-cancerous growths found during the second colonoscopy already were present at the time of the initial test," says first author Reena Chokshi, MD, a gastroenterology fellow at Washington University.

The researchers say their findings suggest that if a physician is having difficulty seeing the colon due to inadequate bowel prep, the colonoscopy should be stopped and rescheduled.

"We often can detect preparation problems during the first few minutes of the procedure," Chokshi says. "And based on this study, we would say that rather than subjecting a patient to the potential risks of a full colonoscopy when we may not be able to detect polyps, or other pre-cancerous growths called adenomas, it may be better to bring that patient back as soon as possible for a repeat procedure with better bowel preparation."

On the day before a colonoscopy exam, people are asked to stop eating solid food and to consume only clear liquids. Later in the day and the next morning, patients drink bowel-cleansing mixtures to empty the colon prior to the examination.

The test itself usually takes less than an hour, and patients are sedated during that time. Using a tiny camera, doctors are able to look at the walls of the colon in an attempt to detect polyps and other pre-cancerous growths. Once detected, those growths can be removed during the course of the colonoscopy. Patients often must miss two days of work: the day of preparation and the day of the test. Recently, the outpatient endoscopy center at Washington University and Barnes-Jewish Hospital in St. Louis has begun screening patients on Saturday mornings to reduce the number of vacation days some patients have to use.

"Many patients say that the bowel preparation before the colonoscopy is the worst part of having the test, but it's also very important because in order to see polyps or cancers, we really have to be able to clearly see the entire wall of the colon," says senior author Jean S. Wang, MD, PhD, assistant professor of medicine in the Division of Gastroenterology. "Inadequate preparation makes that very difficult for a physician."

The researchers retrospectively studied patients who had an average risk of colon cancer and got screening colonoscopies in the outpatient endoscopy center. Individuals with a history of inflammatory bowel disease, a family history of colorectal cancer or a medical history of colon polyps were not included in the study.

In the five-year span between 2004-09, 373 patients at the center were identified as having inadequate bowel preparation. Of the 133 patients who later had a second colonoscopy during the study period, 33.8 percent had at least one pre-cancerous adenoma detected in that repeat screening. And almost one in five of that group were considered to be at high risk for colon cancer because they either had more than three adenomas detected, or the test discovered at least one large lesion.

In fact, the researchers found that 18 percent of the patients who had a second colonoscopy would have been given different recommendations if their polyps and adenomas had been detected during the initial screening, such as more frequent colonoscopies to monitor the development of growths in the colon.

"It generally takes several years for an adenoma to become cancerous," Chokshi says. "But it's hard to know where in that sequence a particular adenoma is when we detect it. So it certainly is possible that any lesion we miss during a colonoscopy could develop into a malignancy before a person's next colonoscopy, especially if it doesn't happen until 10 years later."

Those working on life-changing uses for NFC in phones will now find it even harder to explain why life still hasn't changed. According to Berg Insight, annual global sales of NFC-equipped handsets increased ten-fold to reach 30 million units in 2011 and are forecast to grow to 700 million units by 2016. The analysts attribute this rise to general smartphone adoption rather than to demand for NFC as such, which makes sense from where we're sitting. Aside from a few proximity-based apps, Google Wallet and some other handbag-spurning payment schemes, there's still no overwhelming reason to gear up. GPS and WLAN, on the other hand, remain must-haves, and the PR below looks at their prevalence too.

Mexican priest abuse scandals cast shadow on pope's visit

LEON, Mexico (Reuters) - Pope Benedict's first full day in Mexico was clouded by fresh allegations the Vatican hid evidence of sex abuse by one of the country's most prominent Roman Catholic leaders for decades.

The authors of a new book say a trove of once-secret Vatican documents prove Church officials ignored complaints of drug use and molestation of seminarians by the late Father Marcial Maciel, founder of the Catholic order the Legionaries of Christ.

Adding to the criticism of the Church, victims of abuse by priests in Mexico came forward to seek an audience with Benedict, but said their calls have not been answered.

Church officials acknowledged in 2009, a year after Maciel's death at the age of 87, that the charismatic Mexican cleric had led a double life, secretly fathering children and lavishly spending the generous donations of his followers.

Now more than 200 leaked documents from confidential Church archives spanning the years from 1944 to 2002 reveal a mass of new testimony against Maciel, says the book, "La voluntad de no saber" (The will not to know).

"The Vatican not only knew about Maciel's pathologies, but they tolerated them and protected him," said religion expert Bernardo Barranco, who wrote the book's introduction.

Barranco presented the 255-page work on Saturday in the central city of Leon, while the 84-year-old pontiff was resting after his long flight from Italy.

Among the evidence is a 1979 letter to Church authorities from John McGann, the Bishop of Rockville Center, New York, that cites allegations by Legionnaire Juan Vaca, who said his years of sexual abuse by Maciel began when he was 13.

The Bishop told a Vatican official in the United States Vaca raised "serious questions concerning Father Maciel's stability" in written testimony given to Church officials. Another 1954 letter describes in detail Maciel injecting a form of morphine.

Despite years of allegations, Maciel - who had the support of the previous Pope John Paul - was spared official censure. After accusations against Maciel mounted, Benedict ordered him to retire in 2006 to a life of "prayer and penitence."

VICTIMS REQUEST MEETING

Benedict arrived on Friday afternoon to cheering crowds, and holds a Sunday mass where over 300,000 believers are expected. On Monday he travels to Cuba to conclude his first trip to Spanish-speaking Latin America in his seven years as pope.

While he has made a point of speaking with victims of abuse in a number of other countries such as Malta, the United States and Australia, the pope has no meeting scheduled in Mexico.

"We asked to see him and hoped he would sit down with us like he has done in other countries. The Church said no victim reached out to them, which is just another lie to protect priests who are still active," said Jesus Romero, who says he was molested by a Catholic priest at the age of eleven.

Father Jorge Martinez from Mexico's Episcopal conference said it would be difficult for the pope to change his schedule but that he would address the suffering of children on Saturday.

Thousands of singing and cheering Mexicans crowded into the colonial center of nearby Guanajuato to hear the pope give his message from a balcony, where white doves were released.

"I wish to lift up my voice, inviting everyone to protect and care for children, so that nothing may extinguish their smile," said Benedict, appealing especially to children experiencing "suffering, abandonment, violence or hunger."

But Maciel's legacy of abuse is likely to continue haunting the Church and the Legion in Mexico, which has many prominent members among the country's elite. Backers have included Carlos Slim, the world's richest man.

The order runs private Catholic schools and charitable organizations in 22 countries via its network of 800 priests and 2,600 seminarians. The order's lay movement, known as Regnum Christi, has around 75,000 members.

After an investigation, the Vatican concluded in 2010 that Maciel was "devoid of scruple" and guilty of "immoral behavior" that resulted in actual crimes. Church officials sent an envoy to refound the order to try and separate it from Maciel, said Benjamin Clariond, a Mexican priest from the Legion.

"We can't deny the historical fact that he founded the order, but it is now clear he is not a model or an example to follow," Clariond said. "We have to close this chapter and Maciel's final judgment will be left to God."

Visiting the world of 'Mad Men'

The Season 5 premier of AMC's "Mad Men" is March 25.

It may be impossible to time travel back to 1960s-era New York, but that hasn?t stopped some "Mad Men" fans and haunts featured on the TV show from trying.

"Mad Men," which premiers its fifth season on Sunday, is filmed predominately in Los Angeles, but nostalgia for the fictional advertising world of Don Draper and his fellow Madison Avenue executives has spawned a wave of tourism in Manhattan, where the drama is set.

The show ?is as quintessentially New York as yellow taxis and pastrami on rye,? writes NYC & Company, the official marketing, tourism and partnership organization for New York City.

?New York City is the center of media and pop culture ? visitors are drawn here partly because they see the city portrayed in film and television and it feels familiar to them,? said Kimberly Spell, chief communications officer for NYC & Company. Shows like ?Mad Men? ?accentuate the unique vibrancy, style and glamour of the city.?

Leading up to the premier, the city is boasting special hotel packages, "Mad Men"-themed cocktails, walking tours, and ample opportunities to dress up in period attire and turn back the clocks to soak up the retro style and glamour of the 1960s.

The cast and creator of "Mad Men" talk about long-awaited fifth-season premiere of the critically acclaimed drama, revealing what they've been up to during the 17-month hiatus and addressing star Jon Hamm's frank comments about the Kardashians.

Here is a round up of some of them:

NYC Discovery Walking Tours offers fans a chance to stroll through midtown, taking in the history and architecture of the era.?On ?The World of Mad Men: NYC During the Early 1960?s,? stops include the Summit Hotel, the Seagram Building, the Pan Am Building, and the Lever House, and other places Don Draper might have seen when he leaves his office to buy a ?35 cent pack of cigarettes and meet a client for lunch.? The public tour, which costs $20, is offered on Saturday, March 24, at 2 p.m. and Sunday, March 25, at 4:30 p.m. Call 212-465-3331 for reservations and meeting place. Tours by private appointment are also available.

Richard Anthony, one of NYC Discovery Walking Tours? historians, said he and colleagues were impressed with the show?s authenticity. The scripts ?are very well-researched, they aren?t at all arbitrary.? In recent months ?there?s been a big buzz about 'Mad Men'; it?s led to this birth of interest in New York? during the early 60s. The private tour was given about four times in recent weeks, Anthony said. ?People are always looking for that part of New York history they want to escape to.? ?

Several companies offer general tours,?including NYC Discovery Walking Tours? ?Famous Movie Sites of the East Side? and the guided bus tour ?New York TV & Movie Sites,? given by On Location Tours, that pass or point out "Mad Men" locations, like the Time & Life Building and the Ziegfeld Theatre.

The Roosevelt Hotel NYC, the setting of several episodes and where Don Draper lived in Season 2?after his wife Betty threw him out, offers a ?Mad Men in the City? package. Included are a stay in a newly renovated room, 1960s-inspired mixers at mad46, the 19th?floor rooftop bar or at Madison Club Lounge, one of Draper?s frequent hot spots in the hotel?s lobby: two tickets to The Paley Center for Media; and copies of?"Mad Men" Season 4 on DVD and the newly released ?Unofficial Mad Men Cookbook? to take home. The package starts at $425 a night for a minimum three-night stay, and is available from March 1 to June 30.

The Pierre, a Taj Hotel, which has appeared in previous episodes, offers guests the chance to sip classic cocktails from the early 60s and ?dress up in their favorite 'Mad Men'-inspired garb and embrace their inner Don Draper and Joan Holloway? beginning on March 27 and on every Tuesday throughout the season. The offer is part of the regular weekly complimentary jazz music series from 6:30 to 9:30 p.m. at Two E Bar/Lounge. Cocktails on the special drink menu cost $14 and include Irish Coffee, one of fictional character Roger Sterling?s staples, and the? Bikini Martini, ?the most voluptuous drink in town,? inspired by Christina Hendricks, who portrays Joan Holloway, made with Hendrick?s Gin, Peach Schnapps and Blue Curacao. ???????

The Paley Center for Media will host a ?'Mad Men' Season Premiere Viewing Party? on Sunday, March 25, at 8 p.m. The fifth season premiere will be shown on the big screen, ?all the better to soak up that gorgeous period detail.? Before the screening, there will be an era-appropriate cocktail party and a "Mad Men" Trivia contest. Guests will receive a Season 5 "Mad Men" poster, and are invited to ?break out the sharp suits, pocket squares, and kicky frocks.? During the screening, commercial breaks will show actual ads from the early sixties, featuring Sterling Cooper clients like London Fog and Lucky Strike. Tickets cost $30. ?

Though three-martini lunches and desk-side scotch cabinets may be largely gone in the 21st?century, according to NYC & Company, its website invites prospective visitors to plan a self-guided tour by viewing a slideshow that features sites that appeared in the series or are tied in to the time period, like Sardi?s Restaurant and P.J. Clarke's, a vintage watering hole where patrons can still drink ?frosty mugs of beer and hear Frank Sinatra on the jukebox, while the dining room serves up mouthwatering comfort food (including, according to Nat King Cole, ?the Cadillac of burgers.?? But one word of advice from the slideshow: do not waste time looking for 405 Madison Avenue, the address of the fictional advertising agency: it doesn't exist.?

Army service shields Afghan suspect in stock case

Staff Sgt. Robert Bales, the U.S. soldier accused of killing 16 civilians in Afghanistan, left for war without paying his part of a $1.5 million judgment for defrauding an elderly client in a stock scheme, and remains shielded from the obligation as long as he remains in the military, legal experts said.

Before beginning his military career in November 2001, Bales worked almost 5 1/2 years at a series of largely intertwined brokerages that received repeated regulatory censures, according to regulatory records.

Bales joined the Army 18 months after an Ohio investor filed an arbitration complaint alleging unauthorized trading, breach of contract and other abuses against him, his securities firm and the firm's owner. In 2003, the arbitration panel ordered them to jointly pay the investor $1.5 million, including $637,000 in punitive damages for willful or malicious conduct and $216,500 in attorneys' fees.

Bales never appeared before the panel and did not hire a lawyer to represent him.

'We couldn't find him'
Earle Frost, a lawyer for the victim, Gary Liebschner, said his client never received any of the payment ordered by the National Association of Securities Dealers panel.

He said Liebschner could have taken Bales to court to enforce the award, but "we couldn't find him."

By that time, Bales had embarked on an Army career that included three tours of duty in Iraq and a fourth in Afghanistan.

Even if Bales's victim had pressed the claim, Bales had protection under laws that shield members of the military from some financial obligations.

Any active-duty member of the military can apply for relief from outstanding financial obligations as long as he or she makes less in the service than before, said John Odom, a retired Air Force colonel and a partner at the law firm of Jones & Odom in Shreveport, Louisiana.

Bales, 38, is expected to be charged Thursday in the March 11 killings of nine children and seven other civilians, who were gunned down in a late-night rampage.

His financial troubles add to the complex portrait of the man accused of the massacre.

His lawyer, John Henry Browne, did not respond to a request for comment on the securities arbitration ruling. He has said Bales joined the army to defend the United States after the Sept. 11, 2001 attacks.

His service in Afghanistan was complicated by mounting financial pressures back home, his lawyer has acknowledged. His home in Washington state had been listed for sale shortly before the alleged massacre.

Bales began his financial industry career in 1996 at Hamilton-Shea Group, a brokerage in Florida that was expelled from NASD in 2001 and fined $1.4 million over several issues, according to records from NASD and its successor organization, the Financial Industry Regulatory Authority, or FINRA.

'Pump and dump'
Hamilton-Shea was "the kind of place where you learn to cold call, to 'pump and dump,'" said Joseph Dehner, a lawyer in Cincinnati, Ohio, who specializes in cases involving rogue brokers and firms.

Pump and dump refers to a practice in which firms artificially raise the prices of stocks they hold by aggressively selling shares to clients and then selling their own shares.

At least three Hamilton-Shea brokers who worked briefly with Bales pleaded guilty to violations of securities law after he left Florida to work in Ohio at Quantum Capital Corp., according to records from FINRA. Quantum also owned Hamilton-Shea.

Bales left Quantum in early 1998 to join Michael Patterson Inc., or MPI, whose eponymous owner had worked with him at both Hamilton-Shea and Quantum. Bales remained there until late 1999, then worked for two other Ohio brokerages until December 2000.

Patterson, whose firm was shuttered one month after Bales joined the Army, could not be reached for comment.

Neither FINRA nor the Ohio Divison of Securities ever suspended Bales, who simply let his securities license lapse, according to regulators. If an arbitration award is not paid within 30 days, FINRA can suspend a broker and would not allow him or her to join another firm during the suspension.

Mortgage issues
Bales had other money issues, according to The Associated Press. He was struggling to keep payments on his own home near Lake Tapps, a reservoir about 35 miles south of Seattle; his wife asked to put the house on the market three days before the shootings, real estate Philip Rodocker said, according to AP.

Bales and his wife bought the Lake Tapps home in 2005 for $280,000; it was listed this week at $229,000, AP reported, citing records.

The house was not officially put on the market until Monday; on Tuesday, Rodocker said, Bales' wife called and asked to take the house off the market, talking of a family emergency.

The AP reported that Bales and his wife also own a home in Auburn, about 10 miles north, according to county records, but abandoned it about two years ago.

"It was ramshackled," homeowners? association president Bob Baggett told the AP. "They were not dependable. When they left there were vehicles parts left on the front yard ... we'd given up on the owners."

New Israeli law bans underweight models in ads

(AP) ? A new Israeli law bans showing overly thin models from local advertising in an attempt to fight the spread of eating disorders.

It also requires publications to disclose when they use altered images of models to make the women and men appear even thinner than they really are.

The law, passed late Monday, appears to be the first attempt by a government to use legislation to take on a fashion industry accused of abetting eating disorders by idealizing extreme thinness. It could become an example for other countries grappling with the spread of anorexia and bulimia, particularly among young women.

The law's supporters said they hoped it would encourage the use of healthy models in local advertising and heighten awareness of digital tricks that transform already thin women into illusory waifs.

"We want to break the illusion that the model we see is real," said Liad Gil-Har, assistant to law sponsor Dr. Rachel Adato, who compares the battle against eating disorders to the struggle against smoking.

In Israel, about 2 percent of all girls between 14 and 18 have severe eating disorders, a rate similar to other developed countries, said anthropologist Sigal Gooldin, who studies eating disorders.

The new law requires models to produce a medical report dating back no more than three months at every shoot that will be used on the Israeli market, stating that they are not malnourished by World Health Organization standards.

The U.N. agency uses a standard known as the body mass index ? calculated by factors of weight and height ? to determine malnutrition. WHO says a body mass index below 18.5 is indicative of malnutrition, said Adato, a gynecologist.

According to that standard, a woman 5 feet 8 inches (1.72 meters) tall should weigh no less than 119 pounds (54 kilograms).

Any advertisement published for the Israeli market must also have a clearly written notice disclosing if the model shown in it was digitally altered to make her, or him, look thinner. The law will not apply to foreign publications sold in Israel.

The law was championed by one of Israel's top model agents, Adi Barkan, who said in 30 years of work, he has seen young women become skinnier and sicker while struggling to fit the shrinking mold of what the industry considered attractive.

"They look like dead girls," Barkan said.

Critics said the legislation should have focused on health, not weight, saying many models were naturally very thin.

"The health of the model ... should be evaluated. Our weight can change hour to hour," said David Herzog, a professor of psychiatry and a leading U.S. expert on eating disorders.

Top Israeli model Adi Neumman said she wouldn't pass under the new rules, because her BMI was 18.3. Neumman said she ate well and exercised. She said legislation should have focused on health and well-being, not weight.

"Force actual tests. Make girls go to a doctor. Get a system to follow girls who are found to be puking," she said.

Legislator Adato said only 5 percent of women had BMI that naturally fell under 18.5.

"On the one hand, maybe we'll hurt a few models," Adato said. "On the other hand, we'll save a lot of children."

Pressure on the fashion industry has intensified in recent years, sparked by the deaths of models in Brazil and Uruguay from medical complications linked to eating disorders.

Uruguayan model Luisel Ramos, 22, collapsed and died soon after stepping off the runway in August 2006, reportedly of anorexia-linked heart failure.

Other governments have taken steps to prevent "size zero" medical problems but have shied away from legislation.

The Madrid fashion show bans women whose BMI is below 18. Milan's fashion week bans models with a BMI below 18.5.

The U.K. and U.S. have guidelines, but the fashion industry is self-regulated.

Unrealistic body images in the media are believed to shape eating habits, especially among young people, though there is debate about how influential they are.

Gooldin, the anthropologist, said young women used in television, movies and advertisements serve as references for the ideal body, rather than the women around them.

"There's a gap between our own bodies ... and ideal bodies. They keep shrinking and getting smaller," she said.

It's not clear whether the law will have a measurable impact, because Israeli teens take their cues from both international media and local publications, Gooldin said. And the ban isn't likely to affect many ? there are only about 300 professional models in Israel, and only a few work abroad, said agent Barkan and model Neumman.

Gooldin said it was a positive step to deal with a problem that has plagued Western societies.

Legislator Adato said she hoped Israel would be an example other countries could study.

"You don't need to be underweight to be beautiful, or successful," she said.

Now, my family and I love the sun as much as anyone.? We are very active in sports and enjoy being outside.?So how do you give yourself ?permission to go outside? and still deal with these sobering skin cancer facts.?As a dermatologist and mother, this is the best advice I can give: Practice good skincare and apply moisturizer sunscreen!

First, every morning, have every member of your household (babies six months and older) put on a sun-protectant moisturizer that has SPF 30-SPF 50 and Broad Spectrum (preferably zinc) skincare protection.

Second, enforce good skincare by going to the dermatologist. Everyone should see a dermatologist every year for a skin check starting at age 25.? Skincare is not limited to the application of just moisturizer. Early detection is important to your health and critical to successful treatment if good skincare is going to be a part of your health.

Third, tanning beds are UV generating machines that are begging to destroy your skin. Most tanning bed users neglect to use moisturizer sunscreen before hopping into this giant microwave. By lying in a tanning bed, you are diminishing your skincare, exposing your skin to these powerful and dangerous rays.
