>>> we're back with a question many people are asking on this late december evening, where, oh, where is winter? usually this time of year we've had a big winter storm to tell you about, but not this year. in fact, records are being set this season for how little snow there's been. for some that's good news. for others cold comfort . more now from nbc's mike tiabbi.

>> reporter: at squall valley resort it's a brutal start to the season. only five of the trails have any snow at all.

>> we make the best of it with two runs we have.

>> reporter: while they're skatingiska skating and dining, it sure doesn't feel like winter.

>> it can turn on a dime.

>> reporter: it's not turning yet. from california and the pacific northwest , across the great lakes region and to the northeast, there's less than half the snow on the ground than there was last year with unusual jet stream patterns acting as blockers. the jet stream setup is different from last year. we don't get the cold air, so most of what's falling is rain and not snow. temperatures have been so unseasonably warm that more snow machines are sitting idle than grooming the slopes. it placing like usually snowbound boise the cabin feverish are hitting to the tee instead of planning to ski. in fact, the records unlike the snow are piling up. reno will have its first snow-less december since the late 19th century. new york only its third. on this day last year, in fact, new york was paralyzed by a blizzard. today hardly. in minneapolis last year the metrodome collapsed beneath a mountain of snow. today 37 and sunny. squaw valley last december? spectacular. this time last year on this very spot, the snowpack was so thick, about twice my height, if you were on one of those chair lifts your feet might have grazed the snow. on the flipside cities and states are saving millions on snow removal . in rochester, new york skiers are adapting.

>> all it takes is one four-foot snowfall, and everybody's memories whim be erased.

During Saturday?s loss to the Eagles, Cowboys owner Jerry Jone went down to the sideline to talk to head coach Jason Garrett, to make sure Garrett knew the Giants had won earlier in the day and therefore the Cowboys didn?t have anything to play for.

Some fans and media members have suggested that Jones was out of line by doing that, but Jones says he can?t understand why anyone would think the owner of a business shouldn?t be involved in every element of that business.

?It has amazed me to be criticized for really walking down on the floor of the company,? Jones said on KTCK-AM 1310, via the Dallas Morning News. ?The more involved your top management, the more involved ownership can be, I?ve always thought made the best way for it to work.?

Jones says he doesn?t act any differently on game days now than he did in the 1990s, and that it worked out pretty well then.

?You didn?t see that kind of criticism very early on, but we were winning Super Bowls,? Jones said. ?And it was the same exact way that we handled our decision-making and the exact same way that we handled our ultimate information gathering system. We?ve been doing it ever since I owned the team. The exact same way.?

Jones says he doesn?t tell Garrett who can play and who can?t, but he did want to make sure Garrett understood that quarterback Tony Romo didn?t need to take any chances by playing in an essentially meaningless game against the Eagles.

?That?s Jason?s decision, but he doesn?t need to be making that one by himself,? Jones said. ?So I wanted to, very briefly, step down there with just a few minutes gone in the first quarter, sit there and say, ?Here?s the lay of the land. Romo?s got a hand injury, but it looks like we?re going to have him for New York.??

And if Jones thinks his coach might not know the lay of the land, Jones is going to make sure his coach knows the lay of the land. That?s going to be the case as long as Jones owns the Cowboys.

Mitt Romney In Iowa: 'Why Don't We Just Caucus Right Now?'

NORTH LIBERTY, Iowa -- Mitt Romney wrapped up the last of three events in Iowa Wednesday by permitting himself a rare moment of giddiness.

"This is going to be so much fun," he told an audience of roughly 600 Iowans in a warehouse. "Why don't we just caucus right now?"

Wednesday was a very good day for Romney, and his comment reflected both excitement about a growing sense of enthusiasm for his candidacy as well as potential anxiety about whether there is enough time between now and Jan. 3 for Iowa Republicans to change their minds and disappoint him like they did in 2008.

It appears, however, that the former Massachusetts governor is not likely to be embarrassed here the way he was four years ago. Instead, the state may be a major stepping stone to Romney clinching the Republican nomination. A CNN/Time poll out Wednesday afternoon showed Romney leading the field with 25 percent in Iowa, up from 20 percent a month ago.

The primary process has chewed up Romney's rivals one by one, leaving him perched at the head of the pack with Rep. Ron Paul (R-Texas), who may still do very well in Iowa but who will likely never be accepted by the majority of Republicans because of his views on foreign policy. Paul has also come under fire recently for racist comments that appeared in newsletters that bore his name in the '80s and '90s.

Romney was greeted by large crowds at his stops on Wednesday. Romney aides said they expected 150 people at an event on Tuesday night in Davenport only to see 500 people show up, and that each event has been bigger than they expected. A 7 a.m. breakfast in Muscatine was attended by roughly 300 people, a lunch time visit to Clinton had to be split into two venues because 400 people came to see Romney and his wife Ann, and then his evening town hall was standing-room only.

"We can feel the enthusiasm," Ann Romney said in Clinton.

After Romney's appearance in a North Liberty plastics molding factory, Pat Novak, a 56-year-old process engineer, said he was going to caucus for Romney after going back and forth between him and Texas Gov. Rick Perry.

"I'm a big Perry fan," Novak said. "But I think Mitt is now ready to be president and Mr. Perry needs a little more time."

Novak said he was "confident now that [Romney] is a conservative."

Doug Vincent, a 57-year-old logistics manager, said he also had been on the fence, but that seeing Romney in person "pushed it over the edge."

"I feel much better about him. I can get behind him now," Vincent said. "I just feel like when he speaks he's speaking from the heart. It's not BS."

Romney was originally scheduled to leave Iowa before the weekend, and it was thought he might not return even for the caucuses. But now he will go to New Hampshire on Friday and return to Iowa on Saturday, and then stay in the state all the way through Tuesday.

Romney was asked Wednesday whether he felt there was any danger in allowing expectations to grow for him to win Iowa. He dismissed the thought.

"We're pretty late in the process," Romney said, appearing to argue that there is not much time for Iowans to turn on him.

"I'm not predicting a win here," he said. "I feel like it's going to be a good strong showing."

Romney adviser Eric Fehrnstrom echoed his boss, and reminded of the continued possibility of a drawn-out primary lasting all the way to the GOP convention in Tampa, Florida, next August.

"We hope to do well in Iowa but we are not projecting how we're going to finish," Fehrnstrom told The Huffington Post. "We understand the road to Tampa is a long one. We will win some contests, and lose some. At the end of the day, we expect to have the 1,144 delegates we need to win the nomination."

Romney has waited until very late in the process to go all-out for a win in Iowa. If he were not leading in the polls, and if former House Speaker Newt Gingrich (R-Ga.) was still surging, then Romney would not be spending much time here. The Romney campaign has never seen Iowa as a likely success for them given the state's very conservative base, made up in large part by evangelical Christians who have shown some uneasiness with Romney's Mormon faith in the past.

Romney is expected to win New Hampshire on Jan. 10, and his campaign has prepared to make that their firewall in the event that Romney was eclipsed in Iowa by a surging conservative. But as of now, the candidate surging from the right flank is former Sen. Rick Santorum (R-Pa.), who could do very well here in Iowa but would have a very long way to go to convince most Republicans he is ready for a showdown with President Obama.

As Iowa is now within reach, however, Romney could end the presidential primary election quickly with back-to-back wins, provided he does very well in South Carolina on Jan. 21, or wins it outright.

Romney tried to keep himself in reserve, calling the idea of successive Iowa and New Hampshire wins "delightful but not necessarily realistic."

"I can't possibly allow myself to think in such optimistic terms," he said.

Quite soon, he may not have to use such self-restraint.

Boxing Day Shopping in Canada

Boxing Day shopping in Canada, like the shopping on Black Friday after Thanksgiving in the U.S., is madness. The day after Christmas, Canadians shake off their tryptophan and egg nog induced sluggishness, grease up their elbows and hit the stores for Boxing Day bargains. Although an official holiday, stores open up to hawk their wares. Many stores offer "Boxing Week" deals, but people are lined up bright and early (as in 5 am and earler) on the 26th just to be sure.

1. Where to Shop on Boxing Day

Pretty much every store in the country jumps on the Boxing Day bandwagon and advertises huge savings. Malls and big box stores will be open. Some smaller, privately owned stores, may stay closed over the holidays.

Some of the stores offering Boxing Day bargains will be familiar to visitors to Canada: Wal-Mart Canada and Home Depot Canada offer up all sorts of stuff and will be busting at the seams Boxing Day.

Michaels arts and crafts store puts out Christmas decorations at big savings.

2. Stores in Canada

  • Winners Winners, like TJ Maxx and Filene's Basement in the U.S., sells designer labels at up to 60% off regular prices.
  • The Bay, Zellers and Home Outfitters comprise a Canadian family of department stores across the country.
  • Pier 1 Imports is in Canada and Mexico, but not the U.S., and has home decor and furnishings.
  • Shoppers Drug Mart is a large drugstore chain that will have Christmas ware, chocolates, gift boxes and more on sale.
  • Future Shop and Best Buy both offer electronics and appliances and have sales that have shoppers lining up for hours.
  • Canadian Tire is a home renovation, tools and hardware store, as is Home Hardware.

3. Find a Deal

Smart Canucks is a Canadian deals blog, where you can get updated on shopping deals across the country and download flyers and coupons. Red Flag Deals, "Canada's Bargain Hunting Community" is a similar resource for shoppers.

Future of casinos in Florida may come down to jobs

(AP)? MIAMI ? Sun-drenched Miami has beaches, South Beach nightspots, a new stadium for the Miami Marlins and athletic superstars like LeBron James.

But nearly 300,000 people there are out of work after hard hits from the recession and the collapse of Florida's real estate market.

Now, some big-money backers are touting a new attraction that promises to boost jobs: Casinos.

They argue Miami can become a shimmering East Coast version of Las Vegas, generating a spark for the state's stalled economy. Miami's selling points, they argue, could help the area transform itself into a serious rival to Vegas.

Malaysia-based Genting Group, which runs a massive casino in Singapore, is so sure about the possibility that it has already spent nearly a half-billion dollars to acquire property in downtown Miami. The group has ambitious plan to alter the Miami skyline with a sprawling $3.8 billion complex designed to look like coral.

That sounds good to people like Michael Ferrarelli, who right now just has a part-time job at the Miami Dolphins stadium.

"With the economy the way it is and so many people out of work right now, it's the best way to boost the economy," Ferrarelli said. "You're going to bring thousands of jobs into each location."

The serious amount of money already spent by Genting has sparked the interest of other Las Vegas casino operators, not to mention those who already own sports facilities in South Florida.

This new vision for Miami, however, will require approval from the Republican-led Legislature and Gov. Rick Scott. Casino backers have already begun a full-tilt lobbying effort and it appears the debate over gambling will be one of the biggest issues lawmakers deal with during the session that starts next month.

It would be tempting to think lawmakers are eager to go along, as Florida grapples with a 10.3 percent unemployment rate.

But that's not the case.

The initial bill filed by two South Florida legislators' calls for each company wanting a casino to spend a minimum of $2 billion. It has won the backing of builders and contractors as well as one of the state's big business lobbying outfits.

But a diverse coalition? ranging from Disney World, the Florida Chamber of Commerce and existing dog and horse track owners worried about their future ? want lawmakers to reject the concept.

They contend such a massive proposal will harm the businesses already here because the promises of luring thousands of tourists from across the country and world won't pan out. They point to Nevada's struggling economy as proof that gambling is not what's needed to turn around the state.

"The reason these billion dollar casinos want to leave Atlantic City and Las Vegas is that they know Florida is growing," said Mark Wilson, president of the Florida Chamber. "It would be a fundamental mistake for us to fall for that bet."

Floridians already spend a lot on gambling. The state-controlled lottery racked up more than $4 billion in sales during the last fiscal year and state economists say the existing pari-mutuels and Indian gaming generate another $3 billion.

Genting officials contend that adding three new mega-casinos could generate anywhere from $4.5 billion to $7 billion more, double what is happening in the state now.

Colin Au, head of Genting Americas, stood recently before a state Senate committee and made elaborate promises to back that figure up. He said his company would make sure to lure travelers from as far away as Asia by guaranteeing to purchase half the seats on nonstop flights across the Pacific. He tried to assuage fears that his resort would compete with Disney World by saying his hotel would sell tens of thousands of tickets to the theme park.

Au also disputed claims his resort would harm existing restaurants and hotels.

"We are spreading the cake all over the place," Au said.

But this optimistic take on casinos isn't shared by some who follow the gambling industry.

Janet Brashear, a Wall Street analyst, has concluded that South Florida casinos could succeed in attracting tourists, possibly to the detriment of both Atlantic City and Las Vegas.

But Brashear, of Bernstein Research, doubts that the state can support what is now envisioned. She warns that Florida is a not a "clean slate" and that it would have to become larger than Las Vegas to support a return on the level of investment mandated by the legislation.

The level of opposition that has mounted against the casino proposal so far may doom it this year.

Lawmakers appear split and Scott has avoided taking a direct stance. The governor came into office last January promising to jumpstart the state's economy but so far he has merely stated that he does not want the state budget to be more reliant on gambling revenue.

That's not what's on Ellen Tringali's mind.

To her it's still about the jobs.

Standing in line next to Michael Ferrarelli at a recent job fair at a jai-alai that is expanding to include slots and blackjack, the 47-year-old Hollywood resident said she's been looking for work since 2009. She said she took a slot machine repair course because the competition for jobs in her previous field, secretarial work, was too fierce.

"We're hoping," Tringali said. "It seems like the economy the way it is, gaming in South Florida seems to be something that's picking up."

DURBAN, South Africa (AP) ? Back-room negotiations began in earnest Monday on a deal to rescue the only treaty governing greenhouse gas reductions and to launch talks on a broader agreement to include the world's largest polluters: China and other emerging economies, the United States and Europe.

Key players laid out their opening positions in public at U.N. climate talks in South Africa, and were beginning a round of private meetings to probe each other's meanings and intentions ? which remained murky.

South African authorities said they were deporting three activists from the Greenpeace environmental group after they were arrested trying to drape a protest banner from the rooftop of a beachfront hotel. The activists from Germany, Denmark and Australia pleaded guilty to trespassing in a court hearing, the Home Affairs Department said.

As the 194-nation conference moved into its decisive week, negotiators were feeling the pressure of a looming deadline: the expiry in 12 months of commitments by industrial countries to reduce climate-changing carbon emissions.

The European Union is championing a deal to get all major countries to agree to binding pollution targets in the future as its condition for renewing its commitments under the 1997 Kyoto Protocol. It wants an agreement now to begin negotiations on a new all-encompassing treaty that would conclude by 2015 and take effect five years later.

"We do not need more thinking, we need more action," said Connie Hedegaard, the European commissioner on climate action.

The linchpins of such a deal are China and the United States ? and both set hard conditions.

During the first week of the conference, attention honed in on China, and whether it was signaling new flexibility or reframing known positions.

After a private meeting with the Chinese, the Europeans walked away disappointed, said an EU delegate.

Despite public declarations it would participate in a legally binding agreement in the future, China unequivocally told the EU it would not accept binding targets for itself, said the delegate, speaking on condition of anonymity because negotiations were still in an early phase.

Earlier, China's top climate negotiator Xie Zenhua, in his first meeting with reporters, said China wanted to ensure all previous commitments by the industrial countries were met before entering into the next phase.

If that happened, he said, China could discuss a post-2020 deal. "The framework, I think, should be a legally binding one, or some documents to that effect."

But Xie set several "preconditions," including an extension of the Kyoto commitments for industrial countries, honoring commitments on immediate and long-term financial aid to poor countries, and delivery on promises of new technologies to develop low-carbon economies.

U.S. envoy Todd Stern said the United States has no objection to a post-2020 treaty, as long as it treats everyone the same.

Countries must accept "obligations and commitments that have the same legal force," Stern said.

But he did not believe that China and others were prepared to unconditionally accept legal parity with everyone else.

Stern said any future agreement should revise the division of countries into two distinct groups, industrial and developing, as they were defined in the basic 1992 climate convention.

"It just doesn't make any sense. The world has changed dramatically since 1992," he said.

Canadian Environment Minister Peter Kent affirmed Ottawa will not sign on to another round of emissions reductions commitments under the Kyoto Protocol ? regardless of any new stand by China.

Canada, Japan and Russia all announced last year their rejection of Kyoto's second commitment period, starting in 2013.

The signals from Beijing "could be an important development," and Canada is waiting to hear more details, Kent said. Nonetheless, "that would not change our position."

He made no announcement regarding earlier reports that Canada would formally withdraw from Kyoto by the end of the year.

If it did so, it would be the second signatory to renounce the accord. The first was the United States in 2001.
